Request for Proposal (RFP) for
1. INTRODUCTION
a) The City of Brentwood (herein noted as "the City") proposes to retain qualified
nuisance abatement contractors (herein noted as "Contractor") to provide
services for including but not limited to removing junk and debris and similar
work for projects on an as needed basis for the City.
b) The City has established specific qualifications to ensure completion and quality
of the service provided. The Contractor shall possess skill and experience to
perform quality work as solely determined by the City, which qualifies it to
provide general contractor services related to civil projects as detailed and
specified.
c) Interested parties are invited to submit their proposal for consideration. The
submittal should contain, at a minimum, the information requested in this
Request for Proposals should be delivered to city hall. Four (4) copies of the
proposal, marked on the outside of the envelope "RFP - Nuisance Abatement"
should be delivered to:

d) The proposals should be delivered no later than June 15, 2026, by 5:00 p.m.
Central Standard Time (CST). Any submittals received after the proposal deadline
shall not be considered. The date of receipt of the proposals as noted by the City
of Brentwood will be conclusive for all purposes.
e) The City of Brentwood reserves the right to reject any or all proposals submitted.
No proposal may be withdrawn for a period of three (3) months following the
date specified for the receipt of proposals.
f) A team of City officials will evaluate the proposals. If deemed necessary, a short
list of firms will be notified for follow-up interviews. The evaluation team will
summarize its findings and submit their recommendation to the Public Works
Committee. If deemed necessary to help establish a fair and responsible cost for
services in negotiation with selected respondents, the City may request copies
(from the "selected" firm), of the past five (5) contracts providing nuisance
abatement services. Any objections to this must be clarified in your response to
this RFP.
g) Any inquiries concerning the proposal should be directed to John Benisch, Chief
Building Official at jbenisch@brentwoodmo.org.
h) Contact with other City officials or members of the Board of Aldermen is
prohibited.
i) The City will not be liable for any cost which may be incurred in connection with
the preparation or presentation of any submittal or demonstrations.

2. SCOPE OF SERVICES
Neither exclusivity nor any specific amount of work will be promised in the Agreement,
and the City will decide when and if to request services. Anticipated types of work will
include, but not limited to, removal of junk and debris. Once the contractor has been given
an approved work order from the City, the work should be started within (2) days and
completed within (7) days.
A. Contractor Requirements
a) Confirm they received the work order within 24 to 48 hours.
b) Once the Contractor confirms they received the work order, a not to "exceed
cost" estimate will be submitted to the Planning and Development Director
within 48 hours of receiving the Work Order.
c) The Contractor shall require approval from the Director of Planning and
Development if the Contractor will need to exceed the not-to-exceed cost of
the work order.
d) Once the Planning and Development Director has approved the "not to exceed
cost estimate" the contractor shall start the work within (2) days and be
completed within seven (7) days.
e) All debris is to be removed by the Contractor daily. Disposal shall be made off
site and the contractor shall pay all disposal fees.
f) The Contractor shall submit all dump and or rental receipts with invoices, along
with photos of before and after work completed.
3. STATEMENT OF QUALIFICATIONS
Responses to this RFP should be specific and precise with adequate detail to accurately
define Contractor's qualifications for performing the services required. Limit your
responses to the information requested in each section. Any additional information
that you wish to submit should be included in a separate section marked "Supplemental
Information."
A. General Qualifications
a) State what work your company can self-perform.
b) State the location of the company's headquarters and location, if different also
the location from which this project will be managed.
c) Provide information regarding the firm's ownership and organizational
structure including a company organizational chart.
d) Provide references for the firm's Banks, Surety and Bonding Agent.

e) List any judgments, claims, arbitration or suits against your organization or its
officers which are pending, or which have been resolved in the last five years.
B. Related Project Experience

2. Provide specific documentation regarding your firm's proximity, experience,
familiarity and commitment to the Brentwood area and community.
C. Proposed Team
a) Provide an organizational chart showing your team's proposed project
b) Identify the commitment level of each key person to be assigned to the
project if selected. The use of alternative personnel, other than those listed,
will be considered a breach of contract unless the change is due to the
employee's resignation/illness/termination or if it is agreed upon and
approved in writing by the City of Brentwood.
D. Rates
a) Provide a schedule of hourly rates for your labor categories.
b) Provide a schedule of equipment rates.
c) Provide your bond and insurance rates.
d) Provide any other pertinent information the firm wishes to present.
4. INSURANCE
General Liability Insurance
The selected Contractor shall procure and maintain, for the duration of the contract,
insurance against claims for injuries to persons or damages to property which may arise
from or in connection with the performance of the work hereunder by the Contractor,
their agents, representatives, employees or subcontractors. The minimum amount of
insurance shall be $1,000,000 per occurrence, $3,000,000 general aggregate,
The selected Contractor shall not commence work under the Agreement until it has
obtained the insurance required under this Section, and such insurance has been
approved by the City. The Contractor shall not permit any employee to commence work

in relation to the Agreement until insurance equivalent of that required of the Contractor
has been so obtained and approved by the City. The Contractor must obtain and maintain
(at its sole expense) during the life of the Agreement, insurance of the type and the
minimum amounts stated in the Agreement.
This requirement of insurance does not limit the Contractor's liability under the
Agreement in any manner.
Worker's Compensation Insurance
The selected Contractor shall procure and shall maintain during the Term of the
Agreement,
a) Worker's Compensation Insurance in an amount equal or greater than
Missouri Workers Compensation statute requirements ($500,000) for all its
employees to be engaged and perform work under the Agreement.
b) The insurer shall agree to waive all rights of subrogation against the City,
its officers, officials, employees and volunteers for losses arising from
work performed by the Contractor for the City,
c) Contractor shall be in full compliance with the Workmen's Compensation Act of
the State of Missouri and Employer's Liability Coverage as required by Missouri
State statute.
Comprehensive Automobile Liability Insurance
The selected Contractor shall maintain Comprehensive Automobile Liability insurance
coverage in the amount of $1,000,000 per occurrence and shall supply proof of coverage
to the City before commencing work in the facility.
Satisfactory Coverage
The insurance which the Contractor is required to obtain and maintain shall be written
by a company or companies licensed to do business in the State of Missouri and
satisfactory to the City. Insurance is to be placed with insurer with a Bests' rating of no
less than A: The Contractor shall not allow any policies to be canceled or permit the
policies to lapse during the Term of the Agreement. All insurance policies shall include a
clause to the effect that the policy shall not be canceled or changed unless thirty (30)
days prior written notice has been received by the City and provided further that the
notice must be evidenced by receipt of registered letter.
Proof of Insurance Coverage
"Certificates of Insurance" shall be originals, not copies, shall contain true transcripts for
the policy, authenticated by the proper officer of the insurer, evidencing in particular
those insured, the extent of the insurance, the location end operation to which the
insurance applies, the effective date and expiration date and the notice of cancellation
clause referred to above an original "Certificate of Insurance" shall be furnished to the

City, clearly specifying the City as an "Additional Insured" on the General Liability policy,
and the date of issue, prior to commencement of services by the Contractor. Copies of
policies and endorsements must also be provided to the City.
5. THE CITY OF BRENTWOOD TO BE IDEMNIFIED AND HELD HARMLESS
The selected Contractor shall in the Agreement covenant and agree to indemnify and
hold the City harmless from any and all claims, rights or causes of actions or damages of
every kind and nature whatsoever which may arise as a result of Contractor's
performance of work (whether through its own employees or others) pursuant to the
Agreement and Contractor shall agree to defend or pay the cost of defense of the City
arising by virtue of any such claim or cause of action for damages, Contractor shall
agree to pay any and all amounts which the City may be required to pay for damages for
compensation connected with any such claim.
6. LICENSE AND PERMITS
The selected Contractor shall be responsible for obtaining and paying the costs of all
necessary permits and licenses required by any applicable laws, rules and/or
regulations including the Ordinances of the City of Brentwood.
7. HEALTH AND SAFETY STANDARDS
The selected Contractor shall meet all Health and Safety Standards regulations set forth
by Ordinances of the City of Brentwood and St. Louis County.
8. CONTRACT AND PERFORMANCE BOND
Contractor to provide proof of their typical bonding capacity with their proposal.
9. REQUIRED AFFIDAVITS
The Agreement shall require the following affidavits before and/or after the work has
been completed, as applicable:
a) Affidavit of Work Authorization - RSMo. 285.530 (before work)
b) Non-Collusion Affidavit (with proposal)
The above list of statues is not intended to be exhaustive; the compliance requirement
of this provision is continuing and must be satisfied during the entirety of the bid process
and any future agreement. Et is the sole responsibility of the successful bidder to ensure
that this provision is satisfied, and the City assumes no responsibility or liability for the
failure to comply.
10. SELECTION PROCESS
The City of Brentwood intends to award Nuisance Contractor Services to the firm who
best demonstrates the following criteria:
a) Specialized experience and technical competence,

b) Capacity and capability to perform the work in question, including specialized
services, within the time limits fixed for the completion of the project.
c) Experience and expertise of team members identified to perform the work.
d) Past record of performance with respect to such factors as control of costs, quality
of work, and ability to meet schedules.
e) Firm's proximity to and familiarity with the area in which the project is located.
f) Quality of work previously performed for the City.
g) Experience of municipal projects of similar size and complexity.
h) Competitive rates.
If necessary, a short list of firms or teams may be selected for follow-up interviews.
Each proposal will be scored on a scale of 1 to 100 points. If the City hosts oral
presentations, submissions will be re-scored at the conclusion of the presentations. Each
section of the proposal will receive the following points:
a) General Company Qualifications - 30 points
b) Related Project Experience - 25 points
c) Proposed Team - 15 points
d) Rates - 30 points
11. Work Specifications
Work order requests shall be provided to the Contractor by the City and shall include the
following information:
a) The address and parcel number for the property to be addressed.
b) A map, if needed, of the property will be given to the Contractor with specific
details of location and the type of work required to abate the violation.
c) A description of the work required to abate the violation.
12. GENERAL CONDITIONS
a) It is the desire of the City to award an agreement with the contractor to provide
on-called nuisance abatement.
b) The term of the contract will be three (3) years with an option for two (2) one-year
extensions under the same terms and conditions. The contract agreement will
begin upon full execution by both parties.
c) Contract Termination: Any agreement shall be subject to termination by the City
because of malfeasance or non-malfeasance by the Contractor. The City may also
terminate an Agreement for repeated non-compliance with the requirements set
forth in specifications, missed deadlines, work quality issues, or other work-related

issues or concerns noted by the City. Either party may terminate the contract for
any reason with a thirty (30) day written notice. The City also reserves the right to
cancel any part or all of any Agreement for failure by the Contractor to follow the
terms of said Agreement
d) Licensing: Compliance with all licensing requirements by ordinances of the City of
Brentwood will be required of the Contractor.
e) Regulations: The Contractor will be required to meet all regulations set for by
ordinances of the City of Brentwood and St. Louis County as well as abide by state
laws of Missouri.
Successors and Assigns: All proposals and any Agreement shall be binding upon the Contractor
and their successors and assigns as may be approved by the City in its discretion.

1. Attached hereto is an affidavit in proof that the undersigned has not entered any collusion
with any person in respect to this proposal or any other proposal or the submission of
proposals for the contract for which this proposal is submitted. Also attached is a
Statement of Vendor's Qualifications.
2. Vendor understands that the City reserves the right to reject any and all proposals and to
waive any informality in the bidding.

3. The Vendor agrees that this proposal shall be good and may not be withdrawn for a period
three months after the scheduled closing time for receiving proposals.
4. Upon receipt of the written notice of the acceptance of this proposal, Vendor will execute
the contract attached within ten (10) calendar days and deliver the required Surety Bond or
Bonds.
