ADVERTISEMENT Request for Proposal The Township of West Orange, County of Essex, State of New Jersey is soliciting proposals through the competitive contracting process in accordance with N.J.S.A. 40A:11-4.1(a), et. seq. for the following: Private Collection Agency Contract for Municipal Court Debt Date for proposals to be submitted is Wednesday, March 26, 2025 at 11:00 AM prevailing time at the Municipal Building, Council Chambers, 66 Main Street, West Orange, New Jersey 07052, at which time and place sealed proposals will be opened and read in public. Specifications and bid information can be obtained, Monday through Friday 8:30 AM to 4:30 PM or by email request to

Proposals must be submitted on the standard proposal forms furnished by the Township of West Orange in the manner designated therein and required by the specifications. Proposals must be enclosed in a sealed envelope bearing the name and address of the bidder and must be addressed to the Township of West Orange, 66 Main Street, West Orange, New Jersey Room 111, Attn: Panayiota Reynolds, Purchasing Agent. Please clearly mark “RFP for Private Collection Agency Contract for Municipal Court Debt” and have it delivered before 11:00 AM Wednesday, March 26, 2025. Please allow sufficient time for delivery. Proposals will not be accepted after that time and date. The Township of West Orange will not assume responsibility for bids forwarded by mail or delivery service. The Township is seeking proposals via the competitive contracting process. This process requires that the contract be awarded to the most responsive qualified proposal submitted, as solely determined by the Township of West Orange through a methodology based on ranking and evaluation. Pursuant to P.L. 2004, c.57 (N.J.S.A. 52:32-44) effective September 1, 2004, all business organizations that conduct business with a New Jersey government agency are required to be registered with the State of New Jersey. Bidders and their subcontractors must submit proof that they are registered with the Department of Treasury, Division of Revenue by submitting a copy of their Business Registration Certificate. Failure to provide the Business Registration Certificate prior to award of contract will be cause for rejection of the bid as being nonresponsive. Bidders are required to comply with the requirements of Contract Compliance and Equal Employment Opportunity N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17-27.
