| Solicitation Document Description: |
This RFP is an invitation by the City of Toronto (the “City”) to prospective suppliers to submit Bids for the Operation and Maintenance of a Passenger Transportation Shuttle Service at High Park and other potential locations to support the goals of the High Park Movement Strategy and provide an affordable service to improve park users’ accessibility to key destinations within the Park. The City is seeking for solutions that can meet mandatory requirements and major deliverables such as:
• Procurement and provision of a fleet of shuttle vehicles that can transport groups of passengers in an environmentally friendly manner, along with the provision and maintenance of appropriate infrastructure to facilitate service and storage. An electric fleet or a commitment to have plans to transition to an electric fleet is expected. • Operation and maintenance of a regular daily shuttle service from April 1 to October 31 annually through the term of the contract, with the plans to pilot and provide winter service on weekends and eventual expansion to regular year-round service as demand requires and to improve accessibility. • Service delivery with a focus on affordability, accessibility, customer service excellence. • Safe operation of vehicles around all park users (including those who drive, walk, cycle, or use other mobility devices) and wildlife within the Park. • The capability to navigate the travel network (pathways, roadways, pavements, etc.), terrain and road conditions. • Ability to animate the park and serve as a major attraction enhancing park experience. • Business strategy to build infrastructure, acquire assets, operate service and sustain a successful business without support of City funding. |

.1 Virtual Information Meeting
The optional virtual information meeting will take place at 9:30 a.m. local time on Nov. 12, 2024. .2 On Site Tour The optional On Site Tour will be able to accommodate two individuals at a time, by appointment. Each proponent is asked to send no more than two representatives to the one site information meeting and park tour. Meetings and tours will take approximately 30-45 minutes. Tours be conducted by appointment only and will take place on: • Nov. 13 or 15, 2024 at 9 a.m., 10:15 a.m., or 11:30 a.m. Park by the Grenadier Café parking lot and walk down Colborne Lodge Dr. to meet the City Representative at the Training Centre within High Park. All Suppliers are encouraged to attend an optional Virtual Information Meeting and/or On Site Tour to familiarize themselves with the required Deliverables.
