Request for Proposal for On-Call Geotechnical Engineering Services

SECTION I – GENERAL INFORMATION

A. STATEMENT OF INTENT
As outlined in more detail in Section II – Scope of Work, this Request for Proposal (RFP) is for Geotechnical Engineering Services. The County is seeking qualifications and proposals from Firms that provide various geotechnical and soils engineering consulting services (“Proposers” or “Firms” or “Consultants” or “Contractors”). The anticipated services may include, but are not limited to, geotechnical engineering, soils sampling and testing, preparation of geotechnical reports including recommendations for foundation design, environmental assessment phase 1 and 2, soil testing/ characterization, site preparation and other design requirements relevant to the site conditions, and inclusion of all applicable building codes and any Regulatory Agencies requirements.

The requested services will be utilized on numerous ground up construction projects within the San Mateo County managed under the Project Development Unit (“PDU”). The target start date and term for the proposed services are subject to negotiation of a final agreement, through to the completion of the projects. PDU intends to bring under contract up to three (3) on-call firms to provide services on an as needed basis.

B. BACKGROUND
The Project Development Unit (“PDU”) plans, designs, and constructs new County-owned facilities. PDU is currently managing approximately 4 active major capital projects ranging from construction cost of $20 million to over $200 million that will be completed over the next three years.

C. THE REQUEST FOR PROPOSAL PROCESS
This RFP seeks the submission of proposals to provide services from any and all interested and qualified proposers. San Mateo County seeks, by way of this RFP, to obtain the listed services in a manner that maximizes the quality of services, while also maximizing value to the County and, by extension, the residents of the County. Proposers must be able to show that they are capable of performing the services requested. Such evidence includes, but is not limited to, the Proposer's demonstrated competency and experience in delivering services of a similar scope and type, and the local availability of the proposer's personnel and equipment resources.
