The responsibility for submitting a response to this RFP at the Offices of the Homecomings, Inc.,
(the “Owner”) on or before the stated time and date will be solely and strictly the responsibility of
the Offeror. Homecomings, Inc., will in no way be responsible for delays caused by the United
States Mail delivery or caused by any other occurrence.
All submissions must be received by 4:00 P.M. on December 29, 2025. If the submission is
late or lacking information in the required format or in the number of copies required, that
firm will be considered “Non-Responsive” and will be eliminated from consideration.

Introduction and Purpose
Homecomings, Inc., invites qualified professionals to submit proposals for the completion of a
Department of Housing and Urban Development (HUD) Rental Assistance Demonstration (RAD)
Physical Condition Assessment and CNA e-Tool 3.2, as required by RAD PIH Notice 2019-23 REV
4 for the following address of the properties: see Exhibit “A”.
The Properties are federally assisted under the public housing program and will obligate the ultimate
awardee not to discriminate in employment practices and otherwise to adhere to applicable federal
requirements. Minority and women-owned businesses are encouraged to respond. Homecomings,
Inc., reserves the right to retain all proposal packages submitted and use any idea in a package
regardless of whether the package is selected. Homecomings, Inc. reserves the right to waive
irregularities and to reject any and all proposals.
Project Description Information
Homecomings, Inc., Nonprofit affiliate of the Housing Authority of the City of San Buenaventura
(HACSB) proposes to rehabilitate the remaining Public Housing scattered site properties in AMP 4
and AMP 5 by requesting permission from the U.S. Department of Housing and Urban Development
(HUD) Rental Assistance Demonstration (RAD) RAD application and approval process.
The project is comprised of eight (8) scattered site multi-family apartments and four (4) scattered
site quadplexes with a total of 148 units. The unit-mix for the multi-family apartments consists of
one, two, three and four-bedroom units, and the quadplexes have one, and three-bedroom units. All
twelve (12) sites will be a part of the RAD conversion. Homecomings, Inc. will request the RAD
blend program, which will permit Project-based vouchers at 90% for the units using the HUD Fair
Market Rents (FMR) and allow the other 10% for the RAD voucher units.
Homecomings, Inc., is anticipating RAD approval by the end of third quarter of 2026. Homecomings,
Inc., plans to apply to the California Debt Limit Allocation Committee (CDLAC) tax credit program
under a to-be-formed limited partner. The restricted units will be between 30% and 80% of the area
median income (AMI). The building types are all within a 10-mile radius from one another. The
project is not anticipating any major ground disturbance during the rehabilitation phase of
construction.
Scope of Services
The RAD Physical Condition Assessment (RPCA) and CNA e-Tool will provide Homecomings,
Inc., with a summary of the critical, immediate, and long-term physical needs of the property. Based
on the physical needs, Homecomings, Inc., will have the necessary data to calculate the initial
deposits and on-going annual deposits to the Reserve for Replacement accounts needed to
preserve the properties for 20 years as required by HUD.
General Requirements. The selected Consultant will follow all inspection and reporting
requirements for the RPCA and e-Tool 3.2 included in the RAD PIH Notice H-2019-09 PIH 2019- 23
HA for housing authorities converting from public housing to Section 8. The RPCA will consider any
Homecomings, Inc., provided repair and replacement scope of work and shall also follow the
Capital Needs Assessment regulations for new construction and rehabilitation of scattered site
projects pertaining to the California Debt Limit Allocation Committee (CDLAC), per section 5212
and 5250 and to the California Tax Credit Allocation Committee (CTCAC), per section
10322(h)(26)(B). The preparation of the RPCA will include the following:

1. Perform interviews and review existing property documentation with knowledgeable
Homecomings, Inc., staff including building plans, histories, prior assessments,
maintenance records, and Real Estate Assessment Center (REAC) scores to understand
if repairs/replacements have occurred.
2. Identify all development components that will be part of the assessment.
3. Establish a methodology that will sample multiple like-kind buildings, and common areas
such as lobbies, corridors, and community facilities, in accordance with the HUD RAD
program.
The HUD E-tool provides a general list of potential components to be assessed. Generally,
components to be assessed are those for which replacement represents a significant
capital cost eligible for funding from the HUD Capital Fund Grant received by
Homecomings, Inc. The HUD E-tool list is not all inclusive and may not include significant
components that will need assessment and should be included.
4. Perform walks, rough assessment/inspections of the property to ascertain the condition of
the property to include immediate critical and non-critical needs; general code compliance;
expected repair, replacement, and major refurbishment needs; and total estimated cost to
complete such items. The assessor will record the data-on-Data Collection forms for the
following: site, building exterior, building systems, unit, and common areas.
5. Take into consideration the Energy Efficiency and Climate Resiliency factors outlined in
the RAD Supplemental Notice H 2023-08.
6. The Consultant will use the Fannie Mae table of EULs and information provided by
Homecomings, Inc. to determine the Remaining Useful Life of each individual component
and major systems.
7. If the conversion involves a repair or rehabilitation scope, Homecomings, Inc. will provide
the Scope of Work to the Consultant to incorporate into the narrative report and 20-year
Reserve for Replacement Schedule.
The intent of the assessment is to perform a full evaluation based on visual observation of accessible
areas. The assessor is not expected to perform destructive or forensic testing (opening wall cavities,
cutting pipes, etc.) or to enter confined spaces. No destructive testing is to take place without
prior written approval by Homecomings, Inc.
Any deficiencies identified that could have an impact on health and safety will be brought to the
attention of Homecomings, Inc., immediately by written and verbal notification as a matter of ensuring
the safety of residents and Homecomings, Inc., personnel.
The work performed by the Consultant under this solicitation must be in compliance with the
proposed regulations as known at the time of this solicitation. Consultants shall ensure that data
collected under this solicitation includes all information required under the proposed rule.
Stage 1
Upon completion of the inspections, the selected Consultant will provide Homecomings Inc. with a

draft narrative report and the 20-year Reserve for Replacement Schedules in both paper and
electronic format.
Stage 2
Homecomings, Inc. will review the narrative report and Reserve Schedules and provide requested
changes and feedback to the Consultant. The Consultant will make the requested changes, if
appropriate, and send a final version of both the narrative and Reserve Schedule to Homecomings,
Inc.
Stage 3
The PHA will create the E-Tool within HUD Secure Systems and send it to the Consultant.
Stage 4
The Consultant will load the data into the HUD E-Tool and send it back to Homecomings, Inc.
Stage 5
Homecomings, Inc. will enter the Financial Factors into the E-Tool, validate the E-Tool, export a copy,
and submit the E-Tool to HUD.
The final report of the RPCA narrative and e-Tool version 3.2 shall be in an acceptable format to
HUD for the RAD program. If for any reason the report is not compliant with HUD and the RAD
program regulations, the changes are required to be made by vendor with no additional cost to
Homecomings, Inc.
Qualifications
To be considered qualified to perform the services under the Scope of Work, the Consultant must
have the following qualifications:
1. The RPCA/E-Tool must be completed by a qualified, independent third-party professional
as required by the MAP Guide; and
2. Possess state and local licenses as required; and
3. Must have at least 5 years’ experience performing RAD Physical Condition Assessments
and cost estimates for Homecomings, Inc., demonstrated knowledge of applicable
multifamily building standards and codes; and a working knowledge of commonly used
computer technology and HUD module for the E-Tool version 3.2. (MS Excel, Access,
etc.); and
4. Has previously performed and provided a Capital Needs Assessment for new construction
and rehabilitation scattered site projects that have submitted a funding application to the
California Tax Credit Allocation Committee (CTCAC) or to the California Debt Limit
Allocation Committee (CDLAC) and RAD per each programs regulations.
Insurance Requirements
The Consultant must demonstrate Worker’s Compensation Insurance and at least $1,000,000.00
separately for both casualty and professional liability insurance.
