INTRODUCTION
The City of Malibu is seeking proposals from qualified firms to develop a Speed Safety
System Use Policy and Speed Safety System Impact Report, in accordance with all
applicable laws, regulations, and statutes.
BACKGROUND
The City of Malibu (City) is a coastal city located in the northwestern portion of Los Angeles
County, California, along 21 miles of the Pacific Ocean and has a population of
approximately 10,000. The City is a general law city incorporated under California law in
1991. It operates under the Council/Manager form of government and is considered a
contract city. The five members of the City Council are elected at-large. They serve
staggered four-year terms, with the Mayor being selected from among the council
members. The City offers a full range of municipal services and has 85 full-time employees
and 39 full-time equivalent part-time employees. The City, organized into seven
departments, provides a number of services in-house, including management and
administrative services, building safety, community services, public safety and
preparedness, environmental sustainability, planning, public works, and engineering.
Police and fire services are provided via contract with Los Angeles County. Other services,
such as the City Attorney, water, street maintenance, and garbage collection services, are
also provided via contract or from Los Angeles County. The City’s Adopted Fiscal Year
2024-2025 General Fund Operating Budget is $77.3 million and the City’s Overall
Operating Budget is $99 million.
Safety on the Pacific Coast Highway (PCH) has always been a top priority for the community.
PCH is a major state highway, controlled by Caltrans, that runs through the entire length of
the City, and is Malibu’s main street with hundreds of homes within feet of the highway.
Conditions on PCH have become increasingly dangerous in recent years, with dozens of
pedestrian, cyclist, and motorist fatalities and injuries, culminating in the deaths of four
Pepperdine students on October 17, 2024. As a result of this horrific incident, Senate Bill (SB)
1297 was created and signed by the Governor on September 27, 2024. SB 1297
authorizes the installation of five speed camera systems along the 21-mile stretch of PCH
within Malibu. This legislation builds on legislation that was passed in 2023 for a Speed Safety
System Pilot Program for six California cities, including Los Angeles, San Jose, Oakland,
Glendale, and Long Beach.
SCOPE OF WORK
The City must adopt a Speed Safety System Use Policy and approve an Impact Report
before purchasing or leasing equipment and implementing a speed safety system.
The Speed Safety System Use Policy must include the following:
1) The specific purpose of the system;
2) The uses that are authorized;
3) The rules and processes required to be followed by employees and contractors
of the designated jurisdiction administering the system prior to its use;

4) The uses of the equipment and data collected that are prohibited;
5) Identification of the data or information that can be collected by the speed
safety system, the individuals who can access or use the collected information,
and the rules and processes related to the access, transfer, and use or use of
the information; and,
6) Provisions for protecting data from unauthorized access, data retention, public
access, third-party data sharing, training, auditing, and oversight to ensure
compliance with the Speed Safety System Use Policy.
The Speed Safety System Impact Report must include the following information:
1) Proposed purpose of the speed safety system;
2) Locations where the system may be deployed and traffic data for these
locations, including the address of where the cameras will be located;
3) If potential deployment locations of systems are predominantly in low-income
neighborhoods, a determination of why these locations experience high fatality
and injury collisions due to unsafe speed;
4) Assessment of the potential impact of the speed safety system on civil liberties
and civil rights and any plans to safeguard those public rights.
5) Description of the speed safety system and how it works; and,
6) Fiscal costs for the speed safety system, including program establishment
costs, ongoing costs, and program funding.
To develop the Use Policy and Impact Report, the Consultant is expected to review the
details of SB 1297 to ensure compliance with all requirements and engage the community
in the development. Community engagement would include at least one public meeting
to provide information, collect input, and address concerns. Traffic data needed to
develop the Impact Report will be provided.
THE PROPOSAL
Each proposal must include the following information:
1. Organization, Credentials and Experience
a. Provide a summary of the firm’s qualifications, credentials, and experience
related to the project.
b. Describe the size of your firm and indicate the principal official(s) and other
personnel who will be assigned to the project. Provide a resume for each staff
person on the project team.
c. Provide a list of three of the firm’s prior or current clients with contact
information (names, titles, addresses, phone numbers, and email addresses)
for the appropriate persons at the client organization that the City can contact.
2. Understanding of the Scope of Work
Provide a narrative reflecting the firm’s understanding of the Scope of Work and a
detailed proposal to implement the project, including tasks and any subtasks
identified in the “SCOPE OF WORK”, “PROJECT COMPONENTS,” and “Summary
of Expected Deliverables.”

3. Professional Services Agreement
The selected Consultant must use and comply with the terms and conditions of the
City’s standard Professional Services Agreement, as provided in the attachment to
this RFP. Firms shall include a statement confirming acceptance of the terms and
conditions in the Agreement, including that the firm can meet the insurance
requirements. Any requested exceptions to the insurance requirements shall be
listed. The City may or may not agree to requested exceptions.
4. Insurance
Confirmation statement that the selected Consultant will be able to supply a
Certificate of Liability Insurance reflecting the insurance requirements outlined in the
Agreement.
5. Litigation
Firms are required to list past, current, or pending litigation resulting from professional
services rendered over the past five years. If a court or an arbitrator rendered a
decision, state the results.
6. Budget and Fees
Under a separate cover, firms shall provide a budget for completing the project by
task and subtask. Include the number of hours required per each task and subtask,
the number of hours identified by staff person, and the hourly rate of each staff
person identified to complete the task/subtask. Identify direct and reimbursable
expenses and rates in addition to personnel costs and provide a total cost for direct
and reimbursable expenses. The total budget amount shall be listed, including the
personnel costs and other expenses.
7. Schedule
Firms shall provide a schedule for completing the project, including tasks and
subtasks identified in the “SCOPE OF WORK” and “PROJECT COMPONENTS,” and
“Summary of Expected Deliverables.”
PROPOSAL PROCEDURE
Clarifications: The City will respond to requests for clarification to the RFP in written
Addendum(s), as needed. Inquiries should be directed by email only to Luis Flores at
SDuenas@malibucity.org. No verbal requests will be accepted. All requests for clarification
must be received by Friday, October 25, 2024, at 4:00 p.m.
RFPs shall be submitted electronically to SDuenas@malibucity.org no later than 4:00 p.m.
on Friday, November 1, 2024. All proposals received after the deadline will be considered
non-responsive. The City reserves the right to extend the deadline or accept a late submittal
with good cause shown. No faxed or emailed proposals will be accepted.
Response Preparations: No reimbursement will be made by the City for costs incurred in
the preparation of the response to this RFP. Submitted materials will not be returned and
become the property of the City of Malibu.

Right to Reject Proposals: Submission of a proposal indicates acceptance by the
company of the conditions contained in this request for proposal unless clearly and
specifically noted in the proposal submitted and confirmed in the agreement between the
City of Malibu and the firm selected. The City reserves the right without prejudice to reject
any or all proposals.
