INTRODUCTION
The Alachua County Housing Authority (hereinafter, “ACHA”) is a public entity, formed in 1967 to
provide federally subsidized housing and housing assistance to low-income families, in Alachua County,
Florida. ACHA is headed by an Executive Director and governed by a Board of Commissioners. ACHA is
subject to the requirements of Title 24 of the Code of Federal Regulations (hereinafter, “CFR”) and
ACHA’s procurement policy. The Agency was brought into existence by resolution by the Legislature
of the State of Florida. ACHA is a subdivision of the State of Florida.
Currently, the ACHA owns and/or manages: (a) 256 Public Housing Units; (b) the Sunshine Inn, totaling
30 zero-bedroom units; (c) the Sunrise Residence Inn, totaling 34 SRO units and 1 two-bedroom unit;
and (d) a Neighborhood Stabilization Project, totaling 6 single family homes. ACHA has management
agreements pending for (e) East Tumblin Creek, totaling 36 SRO units; and (f) Forest Edge, totaling 31
SRO units. The ACHA also administers approximately 1,160 Housing Choice Vouchers and has a
development partnership with Arbour Valley Management to manage 40 PBV as part of a senior
complex.
As the ACHA is the owner and/or operator of several multifamily residential properties, it wishes to
be considered for civil remedies which are part of FS 768.0706, including protection from liability for
the owner or principal operator of a multifamily residential property if certain enumerated security
actions are taken. In keeping with its Procurement Policy, the ACHA seeks to obtain proposals from
individuals with a current and valid Florida Crime Prevention Through Environmental Design
(hereafter, “CPTED”) practitioner designation certificate (hereafter, “FCP”) issued by the Florida
Attorney General’s Office, to perform CPTED Assessments on the properties which are referenced in
this RFP.
To submit a proposal to perform this work, the inspector must be a current FCP, as defined above, and
must have been a practitioner for a minimum of five (5) years from the due date of the RFP (i.e. must
have had at least one update to the initial designation).
Proposals that are accepted by the ACHA are binding contracts. Incomplete submittals are not
acceptable and will not be evaluated or considered for an award. All Documents and Submittals shall
be received by the ACHA on or before date and hour for specified for receipt. Late Submittals will
remain unopened. ACHA is not responsible for delays in the receipt of your proposal regardless of
the form of delivery. Proposals submitted become the property of ACHA and will not be returned.

ACHA’S RESERVATION OF RIGHTS:
The ACHA reserves the right to reject any or all proposals, to waive any informality in the RFP
process, or to terminate the RFP process at any time, if deemed by the ACHA to be in its best
interests.
The ACHA reserves the right not to award a contract pursuant to this RFP.
The ACHA reserves the right to terminate a contract awarded pursuant to this RFP, at any time
for its convenience upon 30 days written notice to the successful proposer(s).

The ACHA reserves the right to determine the days, hours and locations that the successful
proposer(s) shall provide the services called for in this RFP.
The ACHA reserves the right to retain all proposals submitted and not permit withdrawal for a
period of 60 days subsequent to the deadline for receiving proposals without the written
consent of the ACHA Contracting Officer (CO).
The ACHA reserves the right to negotiate the fees proposed by the proposer entity.
The ACHA reserves the right to reject and not consider any proposal that does not meet the
requirements of this RFP, including but not necessarily limited to incomplete proposals and/or
proposals offering alternate or non-requested services.
The ACHA shall have no obligation to compensate any proposer for any costs incurred in
responding to this RFP.
The ACHA shall reserve the right to at any time during the RFP or contract process to prohibit
any further participation by a proposer or reject any proposal submitted that does not conform
to any of the requirements detailed herein. By accessing the hard copy RFP and/or downloading
this document via our website, www.acha-fl.com/procurement, each prospective proposer is
thereby agreeing to abide by all terms and conditions listed within this document, and further
agrees that he/she will inform the CO in writing within 5 days of the discovery of any item listed
herein or of any item that is issued thereafter by the ACHA that he/she feels needs to be
addressed. Failure to abide by this time frame shall relieve the ACHA, but not the prospective
proposer, of any responsibility pertaining to such issue.
The ACHA reserves the right to select a single or multiple award contract.
The ACHA reserves the right to add/subtract requirements during the contract period when it
is in the best interest of the ACHA.
The ACHA will allow “Piggyback Contracting” under this RFP. Proposer will be asked to allow in
kind.
SCOPE OF WORK:
The ACHA requests proposals for the provision of CPTED Assessments for multiple properties and
locations within its portfolio. Any entity responding to this request must be licensed for and
experienced in the services as stated in this RFP in the State of Florida and allowed to provide services
within Alachua County Florida.
The ACHA, in keeping with FS 768.0706, is requesting that the selected proposer, perform CPTED
Assessments (HB837/FS 768.0706 reports), on the locations shown in the “Locations Covered By
This RFP” list that follows. The list identifies the number of buildings at each of the selected
Developments, as well as number of parking spaces and number of units which will need to be
made part of the assessment at each Development. To avoid potential future problems with
pricing and deliverables, proposers will need to make themselves familiar with the locations prior
to submittal of a proposal.
Deliverables: CPTED Assessment reports, as referenced in FS 768.076, delivered to the ACHA, to
which the ACHA will be charged with ongoing substantial compliance. You are asked to provide
sample reports as part of your proposal.

ACHA may add additional locations and units after award as determined necessary
PROPOSAL FORMAT: please note if using a sub-contractor and include all information for prime
contractor and sub-contractor. Failure to provide requested documentation will result in the full
proposal being deemed non-responsive. This information cannot be provided after award.
The ACHA intends to retain the successful proposer pursuant to a “Best Value” basis, not a “Low Price
Proposal” basis ("Best Value," in that the ACHA will consider factors other than just cost in making the
award decision). None of the proposed services may conflict with any requirement the ACHA has
published herein or has issued by addendum.
The proposal must be inclusive of the following items, in order to be found responsive to this
solicitation, and for the proposer to be subsequently found to be responsible to perform the work:
A priced proposal to perform all of the work as identified in this solicitation broke out per
location noted above
A “per-unit” price for each location, should the ACHA elect to request additional checks
A copy of his/her valid Florida CPTED FCP designation certificate issued by the Florida
Attorney General’s Office. As the minimum requirement for being considered for the work is
a minimum of 5 years with an FCP designation, the certificate should be an update
designation beyond the original certificate
