REQUEST FOR PROPOSAL : 2025 2026 NYS OCFS Youth Development Programs RFP

The mission of the Westchester County Youth Bureau (the “Bureau”) is to ensure equity and access to formal and informal services, supports, and opportunities for children, youth, and families to thrive. The Bureau relies on the philosophy of Positive Youth Development (“PYD”) and the New York State Touchstones Framework through which it organizes services, opportunities, and supports to help young people develop to their full potential. Recognizing the extensive diversity and urgency of needs within the community, we are committed to fostering collaboration, integrating youth voice into our work, and demonstrating effectiveness within funded programs. The Bureau invites eligible non-profit organizations to respond to the Request for Proposals (RFP) for Youth Development Programs through funding from New York State Office for Children & Family Services. Selected organizations will be contracted to provide innovative Positive Youth Development services, opportunities and supports for “at-risk” youth ages 21 and under.
