Project Overview
This Request for Proposal (RFP) is for removing the existing acoustic ceiling system to expose
the structural ceiling deck, followed by cleaning. All bids must be sealed, delivery by mail must
be received before due date and time or delivered to second floor in person before date and time
listed below. This project will be prevailing wage with certified payroll.
Project Name: Exposed Structural Ceiling Conversion Bid
Location: 1609 4th street
Walk through: August 12, 2026 at 9 a.m. @ 1609 4th Street Rock Island
Bid due Date: August 19, 2026 by 2 p.m. City Hall 1528 Third Avenue Rock Island, IL. Second
floor.
Scope of Work
The selected contractor will provide all labor, materials, equipment, and insurance to complete
the following:
Phase 1: Preparation & Safety
Protect all floors, walls, and remaining furniture with heavy-duty plastic sheeting.
Establish containment zones to manage dust and debris.
Shut off, lock out, and tag out electrical power to the workspace ceiling zone.
Phase 2: Ceiling Demolition & Structural Exposure
Remove and discard all existing acoustic ceiling tiles, track grids, hanger wires, and wall
moldings.
Remove any redundant, abandoned, or non-structural ceiling anchors and hardware.
Safely package, transport, and legally dispose of all demolition debris.
Phase 3: Structural Surface Preparation
Scraping, brushing, and cleaning the newly exposed structural ceiling deck and joists.
Remove adhesive remnants, old staples, and loose debris from the deck.
Test all fixtures to ensure full functionality, proper leveling, and secure anchoring.
Phase 4: Clean-up
Remove all protective coverings and containment barriers.
HEPA-vacuum and clean the entire work area to remove fine ceiling dust.
Submission Requirements
Proposals must include the following information to be considered:
Company Profile: Brief history, licensing details, and proof of liability insurance.
Experience: Three references for projects involving exposed structural ceiling conversions.
Project Timeline: Detailed schedule including daily shift hours and total days to complete.
Cost Breakdown: Itemized pricing split by:
Containment setup and protection
Demolition, removal, and disposal fees
Structural ceiling preparation (and painting, if applicable)
Evaluation Criteria
Proposals will be evaluated based on the following metrics:
Total cost and value.
Proposed timeline and minimal disruption to the facility.
Completeness of the submission.
