Pender County seeks proposals from qualified firms and individuals to provide legal services. The individual or firm selected will be responsible for all legal matters pertaining to the County. They will provide legal advice and counsel to County staff, the Board of Commissioners, and other County boards and commissions across a wide variety of legal areas. They will also review and draft contracts, ordinances, and other documents. This role requires a deep understanding of federal, state, and local laws and court decisions that impact the County. Work requires the use of sound professional judgment in counseling and advising parties; interpreting and applying laws and regulations; giving presentations; and reading, writing, and interpreting legal documents. The individual or firm will render legal advice to the Board of Commissioners, County Manager, Department Heads, and Staff as requested or required, and expected to fill-in for the County Board Attorney if the Board Attorney is not able to attend Board of County Commissioner Meetings, Planning Board Meetings, Board of Adjustment Hearings or other meetings where legal representation is necessary.

If the applicant is an individual, then he/she must be licensed to practice law in the State of North Carolina and in good standing with the North Carolina Bar. If the applicant is a firm, then all professionals who will be providing legal services must be licensed to practice law in the State of North Carolina and in good standing with the North Carolina Bar. Additionally, a minimum of 100,000 General Liability Insurance must be provided.
