TOWN OF CARTHAGE REQUEST FOR PRE-QUALIFICATIONS

March 2, 2026

The Town of Carthage is seeking to pre-qualify general contractors for site, exterior, and interior

renovation work at 208 Monroe Street, Carthage, North Carolina, 28327. The existing building

and site are being renovated to serve as the new Carthage Town Hall.

Prequalification Forms for the project are available on the Town of Carthage’s Procurement

page at www.townofcarthage.org/Government/Bid-Postings. Relevant project experience and

other factors will be weighted. Applicants must attain a minimum score of 80% to be

prequalified. All completed pre-qualification statements must be submitted on or before March

16, 2026 at 12:00 noon EST, to both:

Carthage Town Hall, Attn: Emily Yopp, Town Manager, 4395 Hwy. 15-501, Carthage, NC

28327, or by email to townmanager@townofcarthage.org.

and

Central Pines Regional Council, Attn: Lindsay Whitson, Community & Economic Development

Pursuant to North Carolina General Statute, all pre-qualified bidders must hold a current North

Carolina General Contractor’s License. All prequalified Bidders will be required to seek Minority,

Women, Small Business Enterprises (MWSBE) and HUB participation for which the participation

goal for this project is 10%. All bid and award activities will be conducted according to the formal

requirements for construction required by NC General Statue.

The Town of Carthage reserves the right to, but shall not be required to, request additional

information to pre-qualification statements based on submission response. Information

requested may include additional financial statements, proof of applicable licenses, certification

status, safety program/policy, drug and alcohol program/policy, additional project experience,

and or certificates of insurance. Completing and submitting pre-qualification statements does

not guarantee pre-qualification or award. The Town of Carthage reserves the right to reject any

or all pre-qualifications.
