The Village of Glen Carbon is requesting proposals to provide legal counsel for the
Village. Your proposal to provide legal counsel for the Village of Glen Carbon should be
submitted to the mayor no later than 3:30 pm on Friday September 11, 2026. Keep in mind that
our Board meets on the second and fourth Tuesday of each month, except in December.
The mayor will review the proposals and determine those lawyers to be interviewed.
Please include the following items in your proposal:
1. Name(s), qualifications and resumes of the municipal attorney and any other
attorney(s) who will be working with the Village (identify the area of concentration
of each attorney).
2. The size of the Firm - including the number of practicing attorneys in the field of
municipal law and the number of paralegals, legal assistants, secretaries, and other
staff.
3. Your experience/expertise in representing public entities law, including current and
past municipalities represented.
4. Your litigation experience in state and federal courts and administrative hearings
representing municipalities and other public entities. The Village has Municipal
Adjudication Court and needs a prosecutor.
5. Significant past and present accomplishments in representing municipalities and other
public entities.
6. Availability of other legal services, including contracts, business, and construction
law.
7. What conferences have you attended or conducted in the past 18 months that have
dealt only with municipal law?
8. Identify any and all speeches or other presentations you have made regarding Illinois
municipality law? Provide details as to dates and to which organization.
9. Identify any articles you have written about Illinois Municipal law.
10. Describe any potential or actual conflicts of interest that may exist between you, your
firm and the Village of Glen Carbon and its Board of Trustees.
11. What is the response time the Village would expect from you or members of your
firm? (e.g., responding to emails and phone calls)
12. Please state what legal services you would provide to the Village.
13. A proposed specific fee structure for the performance of legal services, including
billing rates for partners, associates, paralegals, and legal assistants, as well as costs
for related expenses.
14. Describe in detail what legal services would be included in your monthly retainer
arrangement, including but not limited to attendance at meetings, telephone calls,
emails, texts etc.

15. Describe any claims or lawsuits, if any, that you have filed for a client in the last 10
years against or adverse to any municipality, school district, or other public entity.
16. Any other relevant information that you believe is beneficial and informative
regarding this proposed opportunity.
17. Please state whether you have been rated by Martindale-Hubbard or otherwise been
recognized by your peers.
18. Please provide me with information regarding any ethics complaints that have ever
been filed against you. Provide details.
19. References - please give name of contact person and name of municipality, public
entity or company, and address and phone number.
Please submit ten (10) copies of the proposal to Robert P. Marcus, Mayor, Village of
Glen Carbon, 151 North Main Street, P.O. Box 757, Glen Carbon, IL 62034. It should
be sealed with the notation: Attorney Correspondence clearly indicated on the outside
of the envelope.
