Request for Information - Warhead High Precision Liners

DESCRIPTION:

The Army Contracting Command-Rock Island, on behalf of the Project Lead Joint Services, located at Picatinny Arsenal, NJ is seeking interested Continental United States (CONUS) sources and information for the existing capability to manufacture high precision shaped charge, explosively formed penetrator (EFP), multiple explosively formed penetrator (MEFP) liners for anti-armor and anti-materiel warheads.

RESPONSE REQUIREMENTS:

The Government is requesting information from all interested CONUS sources having relevant capabilities fabricating anti-armor and anti-materiel liners that have high geometric tolerances and extremely high material purity. The Government is interested in information on capabilities and experience to produce shaped charge, EFP, and MEFP liners at rates between 10,000 and 100,000 per year. Respondents shall describe their prior experience, their existing facility, existing equipment and personnel.

With respect to the Government’s interest in the above, to adequately assess capability, responses shall address the following specific requirements.

1. List the specific types of liner materials manufactured and delivered, such as forging liner pre-forms or if done in coordination with other government or industry partners. Provide details of past performance within the last five (5) years, including total quantities delivered, production rates achieved, and whether your company acted as the Prime or Subcontractor.
   
   


2. State your company’s inspection capability and past experience fielding high precision shaped charge, EFP, or MEFP liners as part of anti-armor or anti-materiel munition systems.
   
   


3. State your facility's current minimum viable annual production rate (economic run rate) for this class of warhead. State your facility's absolute maximum annual surge capacity (assuming multi-shift operations) using existing infrastructure. Additionally, provide a year-by-year production profile starting in Government Fiscal Year October 2027, detailing annual manufacturing quantities and any projected ramp-up. Finally, describe any known supply chain or tooling bottlenecks that would prevent you from reaching the 100,000 per year maximum rate.
   
   


4. Describe your existing manufacturing facility footprint, explosive loading bays, and storage areas. Provide a detailed description of existing production equipment relevant to manufacture high precision shaped charge, EFP, MEFP liners for anti-armor and anti-materiel warheads. Note whether any critical equipment must be procured to meet the target rates.
   
   


5. Describe the critical skill sets, certifications, and experience levels required of personnel executing these operations. Detail your company’s current staffing levels possessing these skill sets. If current staffing is insufficient to meet the 10,000 to 100,000 yearly rate, provide a recruitment plan and timeline broken down by timed milestones, required training hours, and measurable certification standards indicating how long it will take to hire, train, and certify the required personnel. Finally, describe any known labor shortages or workforce availability constraints that would prevent your company from meeting the requested yearly rate.
   
   


6. Describe your company’s capability of and experience with providing for the handling, storage and shipping of high precision shaped charge, EFP, MEFP liners for anti-armor and anti-materiel warheads. Provide examples of past experience with these capabilities.
   
   


7. Confirm your company’s capability to handle and store Controlled Unclassified Information and classified information.

SUBMISSION INSTRUCTIONS:

1. Responses shall be submitted electronically via email to Lindsey Arguello, lindsey.j.arguello.civ@army.mil, and SFC Pramod Khanal, pramod.khanal.mil@army.mil, by no later than 4:00pm CDT on 05 August 2026.
   
   


2. Responses shall be in PDF format and shall not exceed twenty-five (25) pages, including the cover sheet, photos and diagrams. The minimum acceptable font size is 12 Calibri. The cover sheet shall include the following company information:
   
   
   
   • Company name, address, and web URL (if applicable)
     
     
   
   
   • Point of contract, telephone number, and email address.
     
     
   
   
   • Unique Entity Identifier, Commercial and Government Entity Code, and business type/size (based on NAICS 332993 – Ammunition Manufacturing, 333249 – Other Industrial Machinery Manufacturing). If small, please indicate any applicable socio-economic status such as: Small Disadvantaged Business, Service-Disabled Veteran-Owned Small Business, 8(a), HUB Zone, etc.
     
     
   
   
   
   


3. Response shall include documentation of technical expertise and capability in sufficient detail for the Government to adequately assess the capabilities of your company. It is imperative that business concerns responding to this Request for Information (RFI) articulate their capabilities clearly and adequately.
   
   


4. Classified material and material samples will not be accepted.

If a formal solicitation is generated at a later date, the Government will publish a solicitation notice.
