Request for Information - Sitecore Digital Experience Platform (DXP)

Project Description: Notice of Intent to Designate Sole Source/Sole Brand:
This Request for Information (RFI) (Notice of Intent to Designate Sole Source) is to determine if the specified commodity or service is available from multiple providers, or if an alternate commodity or service is available that would meet the County’s needs. This is not a request for pricing or a purchase commitment.
The following commodity or service is thought to be available from only a sole source (or reasonable source) and is the only commodity/services that meets the County’s needs:
Enterprise Technology Services (ETS) seeks to establish a sole source procurement contract for the acquisition of Sitecore XM Cloud, including the digital experience platform software, associated support, subscriptions, and product services.
This request is driven by the County's need to replace the end-of-sale and end-of-support Microsoft SharePoint 2019 platform, which will reach end-of-life on July 14, 2026. Numerous departments including Port, Aviation, Human Services, Libraries, Parks, Office of Regional Communications and Technology, Public Communications, and others, rely heavily on SharePoint for internal information management and external content delivery. A suitable replacement must not only meet current operational requirements but also align with the County’s future digital strategy and enterprise architecture.
Sitecore XM Cloud was determined to be the most suitable and desired product. For Broward County, replacing SharePoint 2019 with Sitecore offers a strategic and well-justified solution. Sitecore's deep .NET integration, comprehensive digital experience capabilities, enterprise-grade scalability, and strong support ecosystem make it the ideal platform for enhancing citizen engagement, streamlining County operations, and future-proofing its digital infrastructure.
By choosing Sitecore XM Cloud as a sole source, Broward County can achieve a unified and efficient digital strategy. Broward County primarily uses Microsoft .NET technology for all custom web application development. Because of this strong .NET focus, Sitecore presents a compelling and well-justified sole source solution.
Additionally, government websites require strict adherence to regulatory mandates such as Federal Information Security Management Act (FISMA), General Data Protection Regulation (GDPR), and Web Content Accessibility Guidelines (WCAG) accessibility standards. Sitecore’s native compliance features and Role-Based Access Control (RBAC) align well with these requirements, reducing the need for costly and time-consuming customizations.
This RFI will remain posted until closing date and time.
Prospective Vendors are requested to provide information regarding their ability to provide the commodity or service described or written explanation or other documentation contesting the proposed RFI designation.
If you are capable of meeting or exceeding the County’s requirements for the specified commodity or service, respond to this RFI through the electronic bidding system. Vendor should upload any supporting information in the electronic bidding system as part of its response to assist the County in determining if commodity or service is comparable, is available from multiple suppliers, and meets the County’s needs. The Director of Purchasing shall have sole authority in deciding what is comparable.
The Director of Purchasing shall consider such submittals and notify all submitting vendors (thru the electronic bidding system) of the decision whether to designate as a Sole Source/Brand, which decision shall not be subject to objection, protest, or appeal.
