MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this RFl/sources sought announcement as part of market survey for pyrotechnic lead shock tube, MK 34 MOD 0 in accordance with the Statement of Work, Drawings and Automated Data List, in support of Naval Sea Systems Command Program Executive Office-IWS3C. Naval Surface Warfare Center, Crane Division intends to award a sole source contract to Ensign Bickford Aerospace and Defense Inc. Company (EBAD), 640 Hopmeadow St. Simsbury, CT. 06070. This effort will be conducted on a sole source basis In accordance with the statutory authority 10 U.S.C. 3204(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition includes the following: a lack of sufficient technical data, duplicative cost to the Government that Government expects will be non-recoverable through use of competition, and the unacceptable delays in fulfilling the agency requirement through any other source.

The Government is seeking information from companies mitigating the sole source basis listed above. The Government is seeking companies with the capabilities and facilities to provide the pyrotechnic lead shock tube, MK 34 MOD 0 that meets the current requirements, has current hazard classification and joint safety board approvals. In addition, any vendors seeking to mitigate the sole source will need to provide proof that of the certification as well as show that the Government would not incur additional testing costs for use of another product.

Responses should include the following: technical data sheets, technology readiness level, availability, budgetary cost estimate, lead time of the solution, as well as any data to support that new company would mitigate the duplication of costs or delay to mission to expedite the decision-making process.

This submission may be in the form of product literature, operating instructions, and/or supplemental technical documentation that define the item(s) and associated hardware. Potential sources should provide any delivery, shipping or warranty information.

Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions.
