The City of Lake Forest ("City") is seeking input from qualified planning, landscape architecture, and related consulting firms regarding potential park and public‑realm improvements along Maryvine Street, located within Project Area 3 of the Southwest Lake Forest Neighborhood Improvement Initiative, as shown on Google Maps .
This Request for Information ("RFI") is intended to gather:
Conceptual design ideas;
Planning‑level cost ranges to support future budget discussions; and
Public outreach strategies to support future planning and implementation.
This RFI is issued for information‑gathering purposes only and does not constitute a solicitation, offer, or commitment by the City.
Project Area 3 is one of Lake Forest’s older and more diverse neighborhoods and was identified in the 2025 Neighborhood Improvement Needs Assessment as lacking parks, schools, and civic amenities. Maryvine Street currently functions as a residential cut-through with limited lighting, overgrown landscaping, and no designated public space.
The Neighborhood Improvement Task Force ("NITF") has identified this corridor as a potential site for enhanced community use. A new solar streetlight is scheduled for installation on Maryvine Street, along with LED streetlight upgrades throughout Project Area 3 by early 2026.
A concept image prepared by the City’s Crime Prevention through Environmental Design ("CPTED") consultant illustrates a potential flex-park vision incorporating protective elements, enhanced lighting, and landscaping improvements.
Information received through this RFI will be used to:
Refine and evaluate conceptual alternatives for Maryvine Street;
Develop preliminary budget ranges to support City Council appropriation discussions; and
Inform the scope, phasing, and outreach requirements of a future Request for Proposal (RFP).
Responses should remain conceptual and budgetary in nature. Final designs, engineered plans, or binding pricing are not expected at this stage.
ABOUT THE CITY
The City of Lake Forest is located in southern Orange County, California, in the area commonly referred to as the Saddleback Valley, with a population of approximately 85,000. It is the County’s thirty-first city and the second largest city within the Saddleback Valley, encompassing 16.6 square miles. The City of Lake Forest’s fiscal year begins on July 1 and ends on June 30.
The City was incorporated in 1991, operates under the Council/Manager form of government and is considered a contract city. The five Members of the City Council are elected by district. They serve staggered four-year terms, with the Mayor being selected annually from among the Council Members. The Council meets on the first and third Tuesdays of each month.
