Request for Information - Information Technology Umbrella Contract - Distributor Based (Statewide)

The following is a Request for Information (RFI).

On behalf of the New York State Office of General Services (OGS), Procurement Services requests information from entities that both utilize the Information Technology Umbrella Contract- Distributor Based, or may become a Contractor for future procurements.

PROSPECTIVE CONTRACTORS/ DISTRIBUTORS: Please review the Requests for information labeled 73600-23383_RFI_Contractors carefully and submit completed responses no later than COB February 13, 2025 to OGS.sm.Ps.DistUmbrella.Contractors@ogs.ny.gov .

The Information Technology Umbrella Contract – Distributor Based (Statewide) streamlines the procurement of certain Software, Hardware and Related Services not listed as excluded from the scope of this Contract for Authorized Users of NYS OGS Centralized Contracts. Products required by an Authorized User can be obtained via an expedited competitive Request for Quotes process. Authorized User Agreements awarded as a result of RFQs under this Centralized Contract will be awarded based on Lowest Price.

This Contract prohibits the sale and purchase of the following Products:

• Lot 1 – Software: Products of a Manufacturer that holds an OGS Contract for the sale of Software Products.
• Lot 2 – Hardware: Products of a Manufacturer that holds an OGS Contract for the sale of Hardware Products.
• All Cloud Products regardless of if the Manufacturer has an OGS Contract. “Cloud shall mean any Product, Bundles or Service sold as an “as a service” offering or in which Authorized User Data is transmitted, acted upon, or stored on non-Authorized User equipment. This may include, but is not limited to, hosted applications, managed services, and off-site Data storage. Cloud includes IaaS, PaaS, SaaS, and XaaS.”
• Contractors cannot sell their own Products, or Products of other Contractors, under this Contract. For example, Dell cannot sell their own Products, but may offer Products of other IT Manufacturers whose Products are not prohibited.

Since this RFI is designed as a tool to collect information and will not result in a procurement contract for Software, Hardware or Related Services by an Authorized User, it does not fall under the requirements of State Finance Law §§139-j and 139-k (the Procurement Lobbying Law) and there is no restricted period. However, we ask that you direct your questions and responses in writing to the email addresses listed above.
