The Government is seeking industry feedback, recommendations, and best practices during the market intelligence phase of this effort. Please DO NOT provide generic capability statements; they will be deleted. The Government is seeking well defined responses with supporting documentation to assist with developing the acquisition strategy. All responses must be submitted via email to the contacts identified below. This is for informational purposes only and the Government will not be obligated to award to any interested vendors that present information in response to this RFI/ Sources Sought. The Government plans to issue the solicitation no later than TBD for this requirement.

Description of Reqiurement:
The Distributed Tactical Communications System (DTCS), “netted” satellite communications, including tactical radios and corresponding systems. Comprehensive contractor support is required to ensure EMSS operational, engineering and technical requirements are satisfactorily achieved for current and future devices. Field Service Representatives (FSR) required under this contract shall provide custom configuration on vehicles via vehicle mount kits, operational support, logistical support, and provisioning support on the DTCS servers. Logistical and provisioning support includes assisting with inventory management and ensuring that the DTCS device is properly provisioned and registered on the appropriate network.
The attached draft Performance Word Statement (PWS) is provided for industry review and meaningful feedback.
Additionally, the Government seeks industry to responses to the following questions:
- Please describe your knowledge and experience providing DTCS radios Field Service Representative (FSR) support to perform cable fabrication, connector, and other similar services to the end-user as required in the CENTCOM AOR or any AOR?
- Please describe your knowledge and experience providing custom configuration on vehicles via vehicle mount kits, operational support, logistical support, and provisioning support on the DTCS servers?
- Please describe your knowledge and experience providing Tier 2 level support to operational forces conducting real-world operations such as those supporting contingency operations in various AORs for issues elevated from the Tier 1 level.
- Please describe your knowledge and experience shipping DTCS equipment that is deemed beyond Tier 2 level repair to the appropriate facility for repair, track repair status, and maintain accountability of equipment until the equipment is returned from repair to the customer.
- Please describe your knowledge and experience performing field testing and independent test and verification of EMSS devices and ancillary components and products.
- Please describe your knowledge and ability to perform installation, training, maintenance, service, monitoring, and other IT systems deployed in the theater of operations.
- Please describe your knowledge and experience ensuring that DTCS radios repair technicians have obtained the necessary training, tools, and other related equipment to conduct troubleshooting.
