Project Description: Notice of Intent to Designate Sole Source/Sole Brand:
This Request for Information (RFI) (Notice of Intent to Designate Sole Source) is to determine if the specified commodity or service is available from multiple providers, or if an alternate commodity or service is available that would meet the County’s needs. This is not a request for pricing or a purchase commitment.
The following commodity or service is thought to be available from only a sole source (or reasonable source) and is the only commodity/services that meets the County’s needs:
Scope: Champion Painting Specialty Services was contracted in August 2021 (contract PNC2122337B1) to comprehensively replace the paint coating system on the CB Smith Park aquatics flume slide's steel structure and stair tower. The replacement coating system included a five-year rust proof warranty. The work was completed in January 2022. Implementation of warranty repairs in January 2025 encountered specific localized platform tower locations that the warranty excluded due to persistent exposure of chlorinated water cascading though leaks in the slide entry tubs. The leaks in the entry tubs have since been repaired. The scope of services of this sole source request is to repair the warranty excluded areas and re-establish the original warranty status for these localized stair tower areas. Repair procedures include surface preparation of the rusted areas and application of specialized high-quality marine coating products.
Champion Painting, upon completing the non-warranty area repairs, will re-establish and maintain the original warranty status for the entire slide support structure until expiration of the original five-year term.
Repair surface rust which has developed in various locations of the flume slides platform support tower structure. All visible rust locations shall be prepared and coated in accordance with the following repair specifications. The specified repair products are required to be supplied by Sherwin Williams for compatibility with the previously installed Sherwin Williams coating products and to maintain the original Sherwin Williams product warranty. Note: Alternate products will not be accepted.
Repair Specifications:
Surface Preparation (SSPC-SP3):
Clean the Surface: Remove all loose rust, mill scale, and old paint using wire brushes, scrapers, or power tools. Ensure the surface is free of contaminants like oil, grease, and dirt.
Inspect the Surface: Check for any remaining rust or loose material. The surface should have a uniform appearance with no visible contaminants.
Application of Sherwin Williams Macropoxy 920:
Mix the Coating: Follow the manufacturer's instructions to mix the Macropoxy 920 thoroughly.
Apply the Primer: Use a brush, roller, or spray equipment to apply the Macropoxy 920 to the prepared surface. Ensure an even coat, covering all areas.
Drying Time: Allow the primer to dry according to the product data sheet.
First Coat of Sherwin Williams Sherloxthane 800:
Mix the Coating: Thoroughly mix the Sherloxthane 800 as per the product data sheet.
Apply the First Coat: Apply the first coat of Sherloxthane 800 using a brush, roller, or spray equipment. Ensure even coverage and avoid runs or sags.
Drying Time: Allow the first coat to dry completely before applying the second coat.
Second Coat of Sherwin Williams Sherloxthane 800:
Apply the Second Coat: Apply the second coat of Sherloxthane 800 in the same manner as the first coat. Ensure even coverage and a smooth finish.
Final Inspection: After the second coat has dried, inspect the surface for any missed areas or imperfections. Touch up as necessary.
Curing: Allow the final coat to cure fully before exposing the surface to service conditions. Follow the manufacturer's recommended curing time for optimal performance.
This RFI will remain posted until closing date and time.
Prospective Vendors are requested to provide information regarding their ability to provide the commodity or service described or written explanation or other documentation contesting the proposed RFI designation.
If you are capable of meeting or exceeding the County’s requirements for the specified commodity or service, respond to this RFI through the electronic bidding system. Vendor should upload any supporting information in the electronic bidding system as part of its response to assist the County in determining if commodity or service is comparable, is available from multiple suppliers, and meets the County’s needs. The Director of Purchasing shall have sole authority in deciding what is comparable.
The Director of Purchasing shall consider such submittals and notify all submitting vendors (thru the electronic bidding system) of the decision whether to designate as a Sole Source/Brand, which decision shall not be subject to objection, protest, or appeal.
