REQUEST FOR INFORMATION
BARD Email Support to NLS Patrons and Libraries
1. Introduction
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a request for proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the U.S. Government to contract for any supply or service whatsoever. Further, the Library of Congress (“The Library”) is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
Although "proposal" and "offeror" may be used in this RFI, your response will be treated as information only. It shall not be used as a proposal. Information submitted in response to this notice will be for Library planning purposes and may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an interested offeror's capability.
The Library seeks additional information regarding the availability and capabilities of potential sources in the marketplace to meet the requirements described in this RFI.
2. Background and Requirements
See attachment “2025-NLS-0064 RFI Statement of Work”.
3. Information Requested
3.1 Business information
Include the name and address of your organization, Unique Entity Identifier (UEI) Number, and the name, phone number, and email address of a point of contact for your organization.
3.2 Prior experience
Provide as much detail as you are able within the confines of the page limit. Information about size of prior contracts, team size, technical information about work performed, and other details are helpful in the Library’s evaluation of the availability and capabilities of potential sources for these services.
3.2.1 Please describe your organization’s experience providing technical and other support for braille assistive devices of the kind described in the attached statement of work at C.4.3.
3.2.2 Please describe your organization’s experience providing accessibility support of the kind described in the attached statement of work at C.4.2 for blind and/or print-disabled users.
3.3 Contracting Vehicles
Provide the contract numbers and ordering periods for Governmentwide Acquisition Contracts (GWACs) or GSA Schedule Contracts held by your organization, if any are applicable, under which the services described in the attached statement of work might be ordered.
If this RFI results in an RFP, the Library anticipates that it will be a Firm-Fixed-Price contract type. Respondents may recommend CLINS structure and schedule of payments would be beneficial to this project if they desire.
4. Additional Instructions
4.1 Page Limitations: The total page count for responses should not exceed 5 pages.
4.2 Due Date: Responses to this RFI are requested no later than 6 PM ET on Monday, November 4th.
