Request for Comments - Draft Bulk Storage RFP

Description of goods to services to be bid:

NYSERDA has been directed by the Public Service Commission to issue its first competitive solicitation for Index Storage Credits (ISCRFP25-1) by June 30, 2025. The purpose of releasing this Draft Request for Proposals (RFP) is to solicit feedback from prospective Proposers and relevant stakeholders on the proposed timing and key elements of the Draft RFP. Feedback is also sought on the Draft Standard Form Agreement (SFA), Draft Bulk Energy Storage Program Manual, and an RFP Appendix. Questions to guide stakeholder review are included at the beginning of the Draft RFP and Draft SFA. This feedback will inform the final ISCRFP25-1, planned for release by June 30, 2025. Comments on this Draft RFP and associated documents must be submitted to NYSERDA via email to bulkstorage@nyserda.ny.gov .

Eligibility/Qualifications Requirements/Preferences:

Through this RFI, NYSERDA is seeking information from interested stakeholders, including large-scale energy storage project developers and owners, energy storage equipment manufacturers and supply chain partners, engineering, procurement, and construction (EPC) firms, agricultural stakeholders, labor stakeholders, project host municipalities, industrial development agencies (IDAs), disadvantaged communities, minority- and women-owned business enterprises (MWBEs), Service-Disabled Veteran-Owned Businesses (SDVOBs), other public or private stakeholders and members of the general public.
