The City of Waveland is accepting sealed bids for a Dump Truck. All bids shall include delivery
price to 322 Gulfside St., Waveland, Mississippi 39576.

Bids must be submitted in a sealed envelope marked: "Public Works Department Dump Truck
Bid"

Bids must be received by Wednesday, April 22, 2026, at 2:00 pm. You may mail or deliver your

INSTRUCTIONS AND CONDITIONS OF BIDDING

1. Receiving & Opening Location:
Bids (1 original and 1 copy) will be received in the Mayor's Office on the second floor at
City Hall until the bid closing date and time indicated above. Bids will be opened in the
Regularly scheduled Board Meeting at City Hall at 6:30 pm on April 22, 2026 (Board
Room). City Hall is located at 301 Coleman Avenue, Waveland, MS 39576.

2. Submittal of Bids:

Bids must be submitted by U.S. Mail, common carrier, or delivered in person. Bids must

be received by Wednesday, April 22, 2026 at 2:00 pm. and late bids will not be accepted.

Taxes:

Do NOT include Federal Excise Tax or Sales and Use Tax in the bid prices, as the City is

exempt by law. A Tax Exemption Certificate will be furnished upon request.

4. Bid Acceptance:
The City of Waveland reserves the right to accept or reject all or part of any bid, and to
accept the offer deemed most beneficial to the City.

5. Delivery Requirements:
The successful bidder shall deliver each item F.O.B. Destination to the City of Waveland
City Hall, 301 Coleman Avenue, Waveland, MS 39576. Prices shall include all applicable
freight and handling charges. A Pre-Delivery Inspection and service must be completed
prior to delivery.

6. Withdrawal of Bids:
Bids may be withdrawn without prejudice any time before the deadline for receipt of
bids.

7. Errors or Omissions:
Ifa mistake or error is discovered by the bidder or the City after the bid opening, the City
has the right to call the error to the bidder's attention and request verification.

8. Bid Pricing:
Actual changes in bid pricing, terms, and conditions are not permitted after the bid
deadline.

9. Item Identification:
Identify the item you will furnish by brand, manufacturer, and model number, and furnish
specifications and descriptive literature. Bidders must provide documentation of local
service support for the proposed equipment if applicable.

10. Expenses:
All expenses for preparing bids shall be borne by the bidder.

11. Bid Forms, Variances, and Alternates:
Quotations must be submitted on the attached City of Waveland Bid Form, although
additional information may be attached. Bidders must indicate any variances or alternates
from the City of Waveland requested specifications. Alternate bids may or may not be
considered at the sole discretion of the City. The City reserves the right to consider
requested options as a whole, in part, or not at all when determining the product that best
serves the City's interest.

Dump Truck Bidding Specifications - New Vehicle

1.0 INTENT

It is the intent of this specification to provide for the purchase of one (1) new, 2025 or 2026 Class
7 dump truck to be used by the City of Waveland Streets & Public Works Department.

The City has evaluated different styles of dump trucks and has determined that these
specifications are best suited for municipal use, balancing quality, performance, and
serviceability. These specifications are not restrictive but set a benchmark for comparing
proposals. In evaluating proposals, the City will consider price, product quality, serviceability,
delivery, and local support. The successful proposer will be the one whose product best serves
the interests of the City of Waveland. The City reserves the right to reject any or all proposals or
any part thereof and to waive minor technicalities.

2.0 EQUIVALENT PRODUCT AND LOCAL SERVICEABILITY

. Proposals will be accepted for any make or model that is equal or superior to the
specifications outlined.

. The City prefers trucks that can be serviced locally, including Freightliner and
International, but will consider any truck that meets the specifications and can demonstrate
adequate local service support.

. Bidders must provide documentation confirming qualified local technicians are available
to perform routine and emergency maintenance.

. Decisions of equivalency are at the sole discretion of the City of Waveland.

. Original manufacturer brochures or technical literature must accompany the proposal.

3.0 INTERPRETATIONS
No oral interpretations will be given. All questions must be submitted in writing. The City may
issue an Addendum in accordance with local and state procurement laws.

. Unauthorized conditions or incomplete submissions may be cause for rejection.
