REQUEST FOR PROPOSALS
SW AVENUE I WATER LINE
October 2, 2026
1. PURPOSE
The City of Andrews, Texas (the "City"), is soliciting sealed proposals from qualified and experienced
contractors for the construction of a new water line along SW Avenue I. The project is intended to
improve the City's water distribution system by providing approximately 1,600 linear feet of new 12-inch
water line, connecting to existing water lines, installing fire hydrants, and completing associated surface
restoration.
The City seeks a qualified contractor capable of completing the work in accordance with the project
requirements, applicable codes and standards, and the terms of the resulting construction contract.
The procurement and award of this project shall be conducted in accordance with applicable Texas law,
the City Charter, and applicable City purchasing requirements.
2. PROJECT OVERVIEW AND SCOPE OF WORK
The selected contractor shall furnish all labor, materials, equipment, supervision, tools, transportation,
permits, and incidentals necessary to complete the project.
The anticipated scope of work includes, but is not limited to, the following:
2.1 Water Line Installation
* Furnish and install approximately 1,600 linear feet of 12-inch PVC C900 DR18 water line along
SW Avenue I.
* Provide all necessary excavation, trenching, bedding, backfill, compaction, and related
installation work.
* Install pipe, fittings, restraints, and appurtenances in accordance with the approved plans and
applicable City standards.
2.2 Connection at SW 9th Street
Connect the new water line to the existing 8-inch water line at SW 9th Street. The connection shall
include:
* One 8-inch x 8-inch tapping sleeve.
* One 8-inch gate valve.
* One 8-inch x 12-inch reducer.
* Open-cut excavation and all work necessary to complete the connection.
2.3 Connection at SW Mustang Drive
Connect the new water line to the existing 10-inch water line at SW Mustang Drive. The connection shall
include:
* One 10-inch x 10-inch tapping sleeve.
* One 10-inch gate valve.
* One 10-inch x 12-inch reducer.
* All necessary fittings, excavation, installation, and connection work.
2.4 Directional Bore and Casing
* Provide approximately 75 linear feet of 24-inch directional bore beneath SW Mustang Drive.
* Furnish and install approximately 75 linear feet of 24-inch steel casing.
* Include all labor, equipment, materials, and incidental work necessary to complete the crossing.
* Coordinate the crossing and associated work to minimize disruption to traffic and adjacent
properties.
2.5 Fire Hydrants
Furnish and install two fire hydrant assemblies, including:
* Two 12-inch x 6-inch tees.
* Two 6-inch gate valves.
* Two fire hydrants and all associated fittings, connections, restraints, and appurtenances
necessary for complete installation.
2.6 Surface Restoration and Project Completion
* Remove and replace asphalt disturbed by construction.
* Restore streets, driveways, rights-of-way, and other affected areas to the condition required by
the contract documents.
* Provide testing, disinfection, flushing, and other required procedures for placing the water line
into service.
* Complete cleanup, removal of construction debris, and final site restoration.
2.7 General Construction Requirements
The contractor shall:
* Verify existing utilities and field conditions before construction.
* Coordinate water service interruptions and connections with the City.
* Maintain safe access for the public and emergency vehicles.
* Provide appropriate traffic control and construction-site safety measures.
* Obtain required permits and comply with applicable federal, state, and local requirements.
* Protect existing infrastructure and repair damage caused by construction.
* Complete all work in accordance with the final plans, specifications, and contract documents.
The quantities listed above are approximate. Proposers shall identify any assumptions, exclusions, or
qualifications in their proposals. Final quantities, construction details, and payment terms shall be
established by the City's issued plans, specifications, and Bid Form.
3. PROPOSER QUALIFICATIONS
Proposers must demonstrate that they possess the experience, personnel, equipment, financial
capacity, and technical qualifications necessary to complete the project successfully.
At a minimum, proposers shall:
1. Be legally authorized to conduct business in the State of Texas.
2. Have demonstrated experience constructing water distribution lines and related municipal
water infrastructure.
3. Have experience installing PVC water lines, valves, fittings, fire hydrants, and water line
connections.
4. Demonstrate experience with directional boring and steel casing installation, either directly or
through a qualified subcontractor.
5. Provide qualified project management and field supervision personnel.
6. Demonstrate the ability to meet the proposed construction schedule.

7. Maintain appropriate insurance coverage and provide the required performance and payment
bonds.
8. Disclose any current or pending litigation, claims, or contract disputes that could materially
affect the firm's ability to perform the work.
9. Identify any proposed subcontractors and describe their qualifications and responsibilities.
The City reserves the right to request additional information to verify a proposer's qualifications and
responsibility.
4. PROPOSAL CONTENTS
Proposals shall be organized in the following order and include, at a minimum, the following:
1. Cover Letter - Identify the proposer, principal contact, authorized representative, and
acknowledge the solicitation requirements and any addenda.
2. Firm Qualifications and References - Provide a brief description of the firm's qualifications and
relevant experience, including a minimum of three references for comparable projects.
3. Comparable Project Experience - Identify at least three similar projects, including project scope,
owner, contract amount, completion date, and the proposer's role.
4. Proposed Schedule - Provide the anticipated start date, major project milestones, and total
number of calendar days required for completion.
5. Itemized Cost Proposal - Complete and submit the City's provided Bid Form. Pricing shall
include all labor, materials, equipment, supervision, mobilization, traffic control, applicable
taxes, bonds, insurance, overhead, profit, and other costs necessary to complete the project.
6. Required City Forms - Submit all required City forms and certifications, including Form CIQ,
Form 1295 if applicable, required statutory certifications, and any other forms included with the
solicitation.
Failure to provide required information or forms may result in the proposal being deemed non-
responsive.
5. EVALUATION CRITERIA

5.1 Qualifications and Comparable Experience - 40%
The City will consider the proposer's relevant construction experience, successful completion of
comparable projects, qualifications of key personnel, quality of references, and demonstrated ability to
perform the required work.
5.2 Proposed Schedule - 20%
The City will consider the proposed construction duration, sequencing of work, schedule realism, and
the proposer's demonstrated ability to complete the project within the proposed timeframe.

5.3 Cost Proposal - 40%
The City will consider the total proposed cost, completeness of the Bid Form, reasonableness of itemized
pricing, and the extent to which the proposal provides a complete price for the required work.
The City may seek clarification of proposals in accordance with the applicable procurement method.

7. SUBMISSION REQUIREMENTS
Sealed proposals must be received no later than 3:00 p.m. Central Time on October 20, 2026, at
the following location:

Proposals must be submitted in a sealed envelope clearly marked: "SW Avenue I Water Line
Project - Request for Proposals"
Proposals received after the deadline may be rejected as late. The proposer is responsible for
ensuring that its proposal is delivered to the designated location before the deadline. Delivery
delays, including those attributable to mail or courier services, are the responsibility of the
proposer.
The City reserves the right to reject any or all proposals and to waive minor informalities, to the
extent permitted by applicable law. All proposals are subject to disclosure under the Texas
Public Information Act, Chapter 552 of the Texas Government Code.
8. Questions and Communications
All questions concerning this solicitation shall be submitted in writing by the deadline identified
in the anticipated schedule.

Please allow at least one (1) business day for a response. Questions received after the deadline
may not be answered.
To ensure that all proposers receive the same information, responses that clarify or modify the
solicitation will be distributed through written addenda. Proposers are responsible for
acknowledging and incorporating all addenda into their proposals.
9. Performance and Payment Bonds
Performance and payment bonds will be required for this project.
The successful proposer shall submit the required bonds in the full amount of the proposed
cost. Bonds shall be executed by a surety authorized to do business in Texas.
The cost of required bonds shall be included in the proposer's total proposed price.
10. Prohibited Contracts and Statutory Certifications
The City may not enter into contracts prohibited by applicable Texas law, including restrictions
concerning certain companies or business activities involving Iran, Sudan, foreign terrorist
organizations, or the boycott of Israel, as applicable under the Texas Government Code.
Proposers shall complete all certifications and disclosures required by the City to establish
compliance with applicable statutory contracting restrictions, including, as applicable, Texas
Government Code Chapters 2252 and 2271.
The successful proposer shall remain in compliance with all applicable statutory requirements
throughout the term of the contract.
11. General Conditions
11.1 No Guarantee of Award
Issuance of this solicitation does not obligate the City to award a contract. The City reserves the right to
reject any or all proposals, cancel or revise the solicitation, request additional information, and waive
minor informalities, to the extent permitted by law.
11.2 Insurance
The successful proposer shall furnish certificates of insurance and maintain the insurance coverages and
limits required by the City's final contract documents.
11.3 Independent Contractor
The successful proposer shall perform the work as an independent contractor and shall be responsible
for its employees, subcontractors, equipment, and means and methods of construction.
11.4 Equal Opportunity
The contractor shall comply with applicable federal, state, and local equal opportunity and
nondiscrimination requirements.
11.5 Assignment and Subcontracting
The contractor may not assign the contract or subcontract material portions of the work without the
City's prior written approval, except as otherwise expressly permitted by the contract.
