Request for Bids - 2026 Milling for
Various City Streets
Bid/RFP Due Date: Tuesday, May 12, 2026
The City of Bainbridge is seeking sealed bids for the selection of a qualified Contractor to provide annual Milling
for Various City Streets as needed during a twelve (12) month period. Milling will be needed prior to overlaying
the street with asphalt. The successful bidder shall furnish the materials, labor, tools, milling, and incidentals
necessary to provide milling as set forth in these specifications.
Sealed bids will be received by the City of Bainbridge Purchasing Department located at 1501 Pierce Street,
Bainbridge, Georgia 39817 until: Tuesday, May 12, 2026, AT 11:00 EASTERN STANDARD TIME. Sealed bids will
be publicly opened and read aloud at this time. Bids received after the designated time will not be considered.
Bidders shall inform themselves of and comply with all conditions and specifications contained in the bid
package, contract, related documents and State and Federal Law.
The bid package, specifications, and contract documents for this project are open to public inspection at the
City of Bainbridge Purchasing Department located at 1501 Pierce Street, Bainbridge, Georgia 39817. The
Purchasing Department may be contacted by telephone at (229) 248-2017 or by mail at P.O. Box 158,
Bainbridge, Georgia 39818. The bid package can also be accessed at www.bainbridgecity.com. Should a bidder
chose to download the bid package from the City of Bainbridge webpage, please send a written request to be
added to the Project "Bidder's List" by sending an email to: brendas@bainbridgecity.com.
One Contract will be awarded covering all work and the bidder must agree to commence work on or before a
date to be specified in a written "Notice to Proceed" of the Owner. Bids must be accompanied by a Certified
Check or Bid Bond in the amount equal to not less than five percent (5%) of the bid to be considered. No bid
may be withdrawn after the scheduled closing time for receiving bids for a period of sixty (60) days. The Owner
reserves the right to reject any or all bids (and/or alternates) and to waive formalities and re-advertise. Anyone
seeking to bid on and/or perform work on this project must be prequalified by the Georgia Department of
Transportation.

the project entitled.

The principal items of construction are:
Seventeen (17) streets of approximately 106,762 square yards of variable depth milling (including around
utilities), of various City Streets using GDOT LMIG and local SPLOST funds. All work shall be performed according
to the latest Georgia D.O.T. Standards and Specifications. Road mileage is subject to change and depends upon
the availability of funding. All streets will be in blocks of five (5).
Bidders shall inform themselves of and comply with all conditions and specifications contained in the bid

SECTION 0100 - INFORMATION FOR BIDDERS
0101 RECEIPT AND OPENING OF BIDS
The CITY OF BAINBRIDGE, GEORGIA (hereinafter called the Owner), invites bids on the form
attached hereto, all blanks of which must be appropriately filled in. Bids will be received by the
Owner at the Owner of the CITY OF BAINBRIDGE PURCHASING DEPARTMENT, 1501 PIERCE STREET,
BAINBRIDGE, GEORGIA 39818 until May 12, 2026, AT 11:00 A.M. and then at said office publicly
opened and read aloud. The envelope containing the bid must be sealed and designated as the bid
for the construction of the project entitled.

The Owner may consider informal any bid not prepared and submitted in accordance with the
provisions hereof and may waive any informalities to reject any and all bids. Any bid may be
withdrawn prior to the above scheduled time for opening of bids or authorized postponement
thereof. Any bid received after the time and date specified shall not be considered. No bidder may
withdraw a bid within 60 days after the actual date of the opening thereof.
0102 PREPARATION OF BID
Each bid must be submitted on the prescribed form. All blank spaces for bid prices must be filled in,
in ink or typewritten, in numerals for unit prices and for total amounts.
Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder,
his/her address, and the name of the project for which the bid is submitted. ALL SEALED BIDS MUST
INCLUDE AN EXECUTED E-VERIFY AFFIDAVIT, THIS DOCUMENT CAN BE FOUND IN THE BID
PROPOSAL SECTION. If forwarded by mail, the sealed envelope containing the bid must be enclosed
in another envelope addressed as specified in the bid form. Any bid which is not properly prepared
and accompanied by required certifications may be rejected by the Owner.
Each bidder will be required to certify with the Immigration Reform and Control Act of 1986 (IRCA),
D.L. 99-603 and the Georgia Security and Immigration Compliance Act O.C.G.A. 13-10-90 et. seq.

doing the following: registering at https://www.vis-dhs.com/EmployerRegistration to verify
information of all newly hired employees in order to comply with Immigration Reform and Control
Act of 1986 (IRCA), D.L. 99-603 and the Georgia Security and Immigration Compliance Act. Each firm
must submit a completed and notarized E-Verify (Exhibit A) affidavit with their bid submittal.
During the entire duration of this contract, Contractor and all sub-contractors must remain in
compliance with Georgia Security and Immigration Compliance Act of 2007 and Georgia code 13-
10-91 and 50-36-1.
0103 QUALIFICATIONS OF BIDDERS
The Owner may make such investigations as he/she deems necessary to determine the ability of
the bidder to perform the work, and the bidder shall furnish to the Owner all such information and
data for this purpose as the Owner may request, by submission of his/her Bid,
/the Bidder acknowledges the right of the Owner to make such investigations, to contact references and utilize
this information as a basis of determining award of the contract. The Owner reserves the right to
reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the Owner
that such bidder is properly qualified to carry out the obligations of the contract and to complete
the work contemplated therein. Conditional bids will not be accepted.
Written information pertaining to the Bidder's qualifications may be requested by the Owner.
Failure of the Bidder to provide such information within fifteen days of notification will be grounds
for disqualification.
0104 BID SECURITY
Each bid must be accompanied by a certified check or bid bond prepared on the form of bid bond
attached hereto, duly executed by the bidder as principal and having as surety thereon a surety
company approved by the Owner, in the amount of (5) % of the bid. Such certified checks or bid
bonds will be returned to all except the three lowest bidders within three (3) days after the opening
of bids, and the remaining certified checks or bid bonds will be returned promptly after the Owner
and the accepted bidder have executed the contracts, or, if no award has been made within 60 days
after the date of the opening of bids, upon demand of the bidder at any time thereafter, so long as
he/she has not been notified of the acceptance of his/her bid.

0105 LIQUIDATED DAMAGES AND FAILURE TO ENTER INTO A CONTRACT
The successful bidder, upon his/her failure or refusal to execute and deliver the contract and bonds
required within 10 days after he/she has received notice of the acceptance of his/her bid, shall
forfeit to the Owner, as liquidated damages for such failure or refusal, the security deposited with
the bid.
0106 CONDITION OF WORK
Each bidder must inform himself/herself fully of the conditions relating to the construction of the
project and the employment of labor thereon. Failure to do so will not relieve a successful bidder
of his/her obligation to furnish all material and labor necessary to carry out his/her work, must
employ such methods or means as will not cause any interruption of or interference with the work
of any other contractor.
0107 ADDENDA AND INTERPRETATIONS
Oral Interpretations of the meaning of plans, specifications or other contract documents shall not
be binding over written material.
Every request for such interpretation should be in writing addressed to City of Bainbridge
Purchasing Department, P.O. Box 158, Bainbridge, Georgia 39818 or by email to Brenda Strickland
(brendas@bainbridgecity.com) and to be given consideration must be received at least ten (10)
days prior to the date fixed for the opening of bids. Any and all such interpretations and any
supplemental instructions will be in the form of written addenda to the specifications, which will be
emailed to all prospective bidders. Failure of any bidder to receive any such addendum or
interpretations shall not relieve such bidder from any obligation under his/her bid as submitted. All
addenda so issued shall become part of the contract documents.
0108 SECURITY FOR FAITHFUL PERFORMANCE
Simultaneously with his/her delivery of the executed contract, the Contractor shall furnish a surety
bond or bonds as security for faithful performance of his/her contract and for the payment of all
persons performing labor on the project under this contract, and furnishing materials in connection

with his/her contract, as specified in the General Conditions included herein. Surety companies
executing Bonds must appear on the Treasury Department's most current list (Circular 570 as

0109 POWER OF ATTORNEY
Attorneys-in-fact who sign bid bonds or contract bonds must file with each bond a certified and
effectively dated copy of their power of attorney.
0110 LAWS AND REGULATIONS
The bidders' attention is directed to the fact that all applicable federal and state laws, municipal
ordinances, and the rules and regulations of all authorities having jurisdiction over construction of
the project shall apply to the contract throughout, and they will be deemed to be included in the
contract the same as though herein written out in full.
0111 METHOD OF AWARD
If the Contract is awarded, it will be awarded to the lowest Bidder whose evaluation by Owner
indicated to Owner that the award will be in the best interest of the project. The Owner shall have
complete discretion in making this determination and may consider factors as, but not limited to
the following.

0111.02 Proximity of the Bidder's permanent place of business as it may relate to Bidder's
responsiveness in carrying out the contract.
