This Request for Bids is being made by the Jackson County Department of Transportation. All references
contained herein to "county" shall be construed to mean Jackson County. This Request, together with all
pages, documents, and attachments contained herein or subsequently added or made a part here of,
submitted as a fully and properly executed bid, shall constitute a contract with Jackson County, subject to
the limitations set forth herein and any specific quantities that Jackson County may commit to herein and
the successful and most responsible bidder, as determined by Jackson County.

the bidder's responsibility to monitor for any addendums or amendments to this solicitation.
Communications and Contacts with Jackson County Personnel:
All contact with Jackson County regarding this RFB or any matter relating thereto must be sent in writing
via e-mail to: Charlie Briner (cbriner@mijackson.org). This is to ensure fair consideration for all interested
vendors. The County prohibits communications to or with any other employee during the submission and
evaluation period.

Section 1.0 - Specifications and Scope of Work
Project Location
The project consists of excavation and earthwork operations necessary to construct a retaining wall using
stacked block units and/or riprap, installation of new sidewalk, excavation, and slope restoration, and
associated site improvements. These improvements are intended to enhance roadway safety by improving
sight distance along Lansing Avenue.
The location of the proposed work in Jackson County is:
On Lansing Avenue on the west side of the road in front of address locations 3122 Lansing Ave,
and 3114 Lansing Ave.
Refer to the attached Site Map and Sheet Plans for details and stationing.
Scope of Work
The project consists of excavation and earthwork operations necessary to construct either a Retaining Wall
(Option #1), a Riprap Stabilization (Option #2), and/or Concrete Cap (Option #3), along with the installation
of new sidewalk, slope restoration, and other associated site improvements. These improvements are
intended to enhance roadway safety by improving sight distance along Lansing Avenue. All three bid
options shall be completed and submitted as part of the Bid Proposal. The Owner reserves the right to
award either option based on the lowest responsive bid and the best interest of the project.
All work shall be performed in accordance with the Michigan Department of Transportation's (MDOT) 2020
Standard Specifications for Construction or as modified by these General Provisions and Instructions.
Description of Work
Option 1 - Retaining Wall
The project consists of excavation and earthwork required to construct a retaining wall, installation of new
sidewalk, slope restoration, and associated site improvements. These improvements are intended to
enhance roadway safety by improving sight distance along Lansing Avenue.
Erosion Control - The contractor will be responsible for all erosion control. All necessary erosion
control measures must be in place and approved by the Engineer prior to the beginning of
construction. This work will be paid for as Erosion Control, Fabric Drop.
Excavation - The contractor will be responsible for excavating the existing earth, based on the
design layout and sloped as marked out by the Engineer. Refer to Attachment D for plans. This
work will be paid for as Excavation, Earth.
Aggregate Base and Geotextile Stabilization - The contractor will be responsible for laying an
aggregate base and geotextile lining in the extension area of the retaining wall, as included in the
plan sheets. This area will be staked and marked out by the engineer prior to grading. Engineers/
inspectors must always review work before contractors continue (MDOT Standards of
Specifications). This work will be paid for as Aggregate Base, 6 inch and Geotextile, Separator
respectively.
Pavt, Rem - The contractor shall remove the existing concrete slope wall. Remove the existing 4
inch thick sloped paving blocks, paid for as Pavt, Rem.
Retaining Wall - The work consists of constructing a block, landscaping, or poured, retaining wall
at the locations shown on the plans. The retaining wall shall include all necessary excavation,
foundation preparation, backfill, drainage, and installation of blocks as required, to achieve the wall
layout and maintain proper bond. All work shall be completed in accordance with the plans, as
referred to in Attachment D. All work shall meet the MDOT Standard Specifications for
Construction. Payment for the retaining wall work shall be paid by the vertical face, include all

materials, labor, equipment, and incidentals necessary to furnish and install the complete retaining
wall system as shown on the plans, paid for as Retaining Wall.
Restoration - The contractor will be responsible for performing slope restoration throughout the
project. This will be completed and meet MDOT construction standards. This work will be paid for
as Slope Restoration, Non-Freeway, Type A.
Option 2 - Riprap Stabilization
The project includes earthwork, construction of a riprap slope for slope stabilization, sidewalk installation,
slope restoration, and related site improvements to improve sight distance and enhance roadway safety
along Lansing Avenue.
Erosion Control - The contractor will be responsible for all erosion control. All necessary erosion
control measures must be in place and approved by the Engineer prior to the beginning of
construction. This work will be paid for as Erosion Control, Fabric Drop.
Excavation - The contractor will be responsible for excavating the existing earth, based on the
design layout and sloped as marked out by the Engineer. Refer to Attachment D for plans. This
work will be paid for as Excavation, Earth.
Aggregate Base and Geotextile Stabilization - The Contractor shall place a 6-inch aggregate base
and geotextile separator fabric within the riprap extension area, as shown on the plan sheets. Prior
to grading, the Engineer will stake and clearly mark the limits of the work. In accordance with the
MDOT Standard Specifications for Construction, all work shall be reviewed and approved by the
Engineer/Inspector before the Contractor proceeds with subsequent operations. Payment for this
work will be made under the contract pay items Aggregate Base, 6 inch and Geotextile, Separator,
respectively.
Pavt, Rem - The contractor shall remove the existing concrete slope wall. Remove the existing 4
inch thick sloped paving blocks, paid for as Pavt, Rem.
Riprap, Plain - The work consists of constructing a riprap stone slope stabilization system at the
locations shown on the plans. The work shall include all necessary excavation, slope preparation,
placement of geotextile separator, aggregate base, and installation of 4-inch to 8-inch riprap stone
to provide slope protection and stabilization. The riprap shall be placed to the required thickness,
limits, and elevations shown on the plans to prevent erosion and maintain slope integrity. All work
shall be completed in accordance with the plans, and MDOT Standard Specifications for
Construction.
Restoration - The contractor will be responsible for performing slope restoration throughout the
project. This will be completed and meet MDOT construction standards. This work will be paid for
as Slope Restoration, Non-Freeway, Type A.
Option 3 - Concrete Cap
The project includes earthwork, construction of a concrete slope for slope stabilization, slope restoration,
and related site improvements to improve sight distance and enhance roadway safety along Lansing
Avenue.
Erosion Control - The contractor will be responsible for all erosion control. All necessary erosion
control measures must be in place and approved by the Engineer prior to the beginning of
construction. This work will be paid for as Erosion Control, Fabric Drop.
Pavt, Rem - The contractor shall remove the existing concrete slope wall. Remove the existing 4
inch thick sloped paving blocks, paid for as Pavt, Rem.
Concrete Cap, Reinforced, Wall - The work consists of removing the existing concrete blocks and
constructing a 4 inch concrete stabilization. The work shall include all necessary excavation, and
slope preparation, to provide slope protection and stabilization. The concrete shall be placed to the

required thickness, limits, and to prevent erosion and maintain slope integrity. All work shall be
completed in accordance with the plans, and MDOT Standard Specifications for Construction.
Restoration - The contractor will be responsible for performing slope restoration throughout the
project. This will be completed and meet MDOT construction standards. This work will be paid for
as Slope Restoration, Non-Freeway, Type A.
Traffic Control
It will be the contractor's responsibility to provide and operate all minor traffic control devices, including
barricades and channelizing devices. It will be the responsibility of the contractor to communicate at least
a 48 hour notice with JCDOT, regarding the progress of construction and the need to relocate traffic control
devices as construction progresses.
All temporary traffic control devices shall be removed or otherwise restored to normal traffic operations at
the end of each workday throughout the construction period from December 1, 2026 through April 1, 2026
as needed.
General Plan Notes
Stationing
Stationing for this project is in English Standard Units. The exact locations of work shall be specified by
the Engineer prior to the start of construction.
MISS DIG/Underground Utility Notification
For the protection of underground utilities and in conformance with MCL 460.171 et seq, the Contractor
shall contact MISS DIG System, Inc. by phone at 811 or 800-482-7171 or via the web at either
elocate.missdig.org for single address or rte.missdig.org, a minimum of 3 work days prior to excavating,
excluding weekends and holidays.
Earthwork
Earthwork quantities are computed based upon limited survey information. These quantities are for bidding
purposes only and will be adjusted by the Engineer based upon actual field measurements.
Earth Disturbance Limits
The earth disturbance limit for this project will be limited to the temporary grading easements behind the
road right-of-way, varies 10'-20'. The existing road right-of-way is 66 feet, approximately 7 feet behind the
existing curb line. Restoration measures have been included in this set of plans for the approved areas of
disturbance. The Contractor shall submit an earth change plan for any work beyond the approved limits to
the Engineer to review for approval prior to the disturbance. All costs for obtaining and executing an
approved earth change plan, including restoration, shall be at the Contractor's expense.
Soil Erosion Measures
Appropriate soil erosion and sedimentation control measures shall be in place prior to earth-disturbing
activities. Place turf establishment items as soon as possible on potential erodible slopes as directed by
the Engineer.
Aggregate Base
Aggregate bases shall use aggregate 21AA, unless otherwise specified.
Seed Mixture
The symbol for the permanent turf seed mixture on this project is symbol TUF.
Slope Restoration
Miscellaneous slope restoration shall begin at the curb, wall, or stone Riprap, and slope away at a 3-to-1
slope until tying into the existing surface, paid for as Slope Restoration, Modified.

Standard Specifications
All work must be completed in accordance with the MDOT 2020 Standard Specifications for Construction.

Special Requirement's
Persons wishing to submit a bid on this project shall submit the forms in the attachments. Bid forms
should be submitted to the Jackson County Department of Transportation. After the bid opening,

a decision will be made to pursue what is in the best interest of the Jackson County Department of
Transportation and the County of Jackson.
A preconstruction meeting will be held to finalize a progress schedule and determine execution-
administration of the contract. Work on the project shall begin no sooner than September 16, 2026
or on a date agreeable with the Jackson County Department of Transportation and the County of
Jackson. The completion date for all work shall be June 30, 2027. Failure by the contractor to
complete the work within the contract time will result in assessment of liquidated damages in
accordance with Section 108.10 of MDOT 2020 Standard Specifications for Construction.
Liquidated damages will be deducted from contractor payments.
Incentive for Early Completion: The Contractor shall be paid an incentive of $500.00 per calendar
day for each calendar day, up to a maximum of fifteen (15) calendar days, that all Contract work -
with the exception of slope restoration - is completed prior to November 20, for a maximum total
incentive payment of $7,500.00. Slope restoration may be completed the following spring without
affecting incentive eligibility, and no incentive shall be paid if the work is not completed on or before
November 20.
Completion for purposes of this incentive shall be determined and certified in writing by the
Engineer based on a physical inspection. Calendar days lost to documented adverse weather, per
Subsection 108.08 of the MDOT Standard Specifications for Construction, shall not count against
the Contractor in this determination but shall not extend the November 20 date itself. The incentive
shall be paid as a lump sum, separate from and in addition to the Contract unit price payments,
and does not waive or affect any liquidated damages or disincentive provisions applicable to the
overall Contract completion date of June 30.
Payment: The contractor shall submit invoices for completed contract items to the Jackson County
Department of Transportation (Charles Briner). The invoice will be processed and payment for
approved contract items (less retainage, if necessary) will be made within thirty (30) calendar days
or less of receiving the invoice.
The contractor shall furnish a statement to the Jackson County Department of Transportation
certifying that all subcontractors and suppliers that furnished labor, equipment, and materials for
the project have been paid before the final payment on the contract is made.

PROGRESS CLAUSE
Lansing Avenue Retaining Wall, Section 22, Blackman Township
Start work on the date shown below or on a date agreed upon with the Engineer.
START DATE: After September 16, 2026.
All contract work shall be completed by June 30, 2027 or a date agreed upon with the
engineer
The approved low Bidder(s) for the work will be required to participate in a pre-construction meeting with
the Jackson County Department of Transportation to work out a detailed progress schedule. The schedule
for this meeting will be set within one (1) week after the approved low bidder is determined.
The Jackson County Department of Transportation will arrange the time and place for the meeting.
The Progress Schedule shall include, as a minimum, the controlling work items for the completion of the
project and the planned dates or work days that these items will be controlling operations. When specified
in the bidding proposal, the date the project is to be opened to traffic as well as the final project completion
date shall also be included in the project schedule.

JACKSON COUNTY DEPARTMENT OF TRANSPORTATION
NOTICE TO BIDDERS
UTILITY COORDINATION
The contractor shall cooperate and coordinate construction activities with the owners of utilities as stated
in Section 104.08 of the 2020 MDOT Standard Specifications for Construction. In addition, for the
protection of underground utilities, the contractor shall follow the requirements in Section 107.12 of the
2020 MDOT Standard Specifications for Construction. Contractor delay claims, resulting from a utility, will
be determined based upon Section 108.09 of the 2020 MDOT Standard Specifications for Construction.
For protection of underground utilities and in conformance with Public Act 53, the contractor shall dial 1-
800-482-7171 at least a minimum of three full working days, excluding Saturdays, Sundays, and holidays
prior to beginning each excavation in areas where public utilities have not been previously located.
Members will thus be routinely notified. This does not relive the contractor of the responsibility of notifying
utility owners who may not be a part of the Miss Dig alert system.

The owners of existing service facilities that are within grading or structure limits will move them to locations
designated by the Engineer or remove them entirely from the highway right-of-way. Owners of public utilities
will not be required by the County or the City to move additional poles or structures in order to facilitate the
operation of construction equipment unless it is determined by the Engineer that such poles or structures
constitute a hazard to the public or are extraordinarily dangerous to the contractor's operations.

TITLE VI
The Jackson County Department of Transportation (JCDOT), in accordance with Title VI of the Civil
Rights Act of 1964, 78 Stat.252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations,
Department of Federally-assisted programs of the Department of Transportation issued pursuant to such
Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to
this advertisement, minority business enterprises will be afforded full opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of gender, disability, race,
color, or national origin in consideration for an award.
APPENDIX A
During the performance of this contract, the contractor, for itself, its assignees and successors in interest
(hereinafter referred to as the "contractor") agrees as follows:
Compliance with Regulations: The contractor shall comply with the regulations relative to non-
discrimination in Federally-assisted programs of the Department of Transportation, Title 49, code of
Federal Regulations, Part 21 as they may be amended from time to time, (hereinafter referred to as the
Regulations), which are herein incorporated by reference and made a part of this contract.
Non-discrimination: The contractor, with regard to the work performed by it during the contract, shall not
discriminate on the grounds of race, color, or national origin in the selection and retention of
subcontractors, including procurements of materials and leases of equipment. The contractor shall not
participate either directly or indirectly in the discrimination prohibited by section 21,5 of the Regulation,
including employment practices when the contractor covers a program set forth in Appendix B of the
Regulations.
Solicitations for Subcontracts, Including Procurements of Materials and Equipment: In all
solicitations either by competitive bidding or negotiation made by the contractor for work to be performed
under a subcontract, including procurements of materials or leases of equipment, each potential
subcontractor or supplier shall be notified by the contractor of the contractor's obligations under this
contract and the Regulations relative to non-discrimination on the grounds of race, color, or national
origin.
Information and Reports: The contractor shall provide all information and reports required by the
Regulations, or directives issued pursuant thereto, and shall permit access to its books, records,
accounts, other sources of information and its facilities as may be determined by JCDOT to be pertinent
to ascertain compliance with such Regulations or directives. Where any information required of a
contractor is in the exclusive possession of another who fails or refuses to furnish this information, the
contractor shall so certify to the State highway department, or the Federal Highway Administration as
appropriate, and shall set forth what efforts it has made to obtain the information.
Sanctions for Non-compliance: In the event of the contractor's non-compliance with the non-
discrimination provisions of this contract, JCDOT shall impose such contract sanctions as it or the Federal
Highway Administration may determine to be appropriate.
Incorporation of Provisions: The contractor shall include the provisions of paragraph (1) through (6) in
every subcontract, including procurement of materials and leases of equipment, unless exempt by the
Regulations, or directives issued pursuant thereto. The contractor shall take such action with respect to
any subcontract or procurement as JCDOT may direct as a means of enforcing such provisions including
sanctions for non-compliance: Provided, however, that, in the event a contractor becomes involved in, or
is threatened with, litigation with a subcontractor or supplier as a result of such direction, the contractor
may request JCDOT to enter into such litigation to protect the interests of the County, and, in addition, the
contractor may request the State highway department to enter into such litigation to protect the interests
of the State, and/or the United States to enter into such litigation to protect the interests of the United
States.
