Request for Bids for Community-Based Entrepreneurship Instruction and Project Management Services
July 1, 2025
Background
Arkansas Human Development Corporation (AHDC) is seeking proposals from qualified vendors interested in providing community-based entrepreneurship instruction and project management services to low-income youth between the ages 14-18 in multiple counties in rural Arkansas. Services will involve the provision of entrepreneurship education, mentor development, small business project review and overall project management.
AHDC is a state-wide private non-profit organization founded in 1972, with the mission to improve the lives of individuals, families, and communities through collaborative initiatives. AHDC provides services through three primary divisions: Economic Development, Health Education and Workforce Development. It is funded through a variety of federal, state, and private sources.
AHDC seeks to contract with an individual or company for the following deliverables:
Development and implementation of programs to provide entrepreneurship, mentor development, small business project review and overall project management for youth between the ages 14-18 in multiple rural counties in Arkansas. Youth must be eligible to receive services through the Temporary Assistance for Needy Families (TANF) program. The overall program and policy direction as well as funding is provided by the Arkansas Department of Human Services. Approximately 125 youth are expected to be served.
Proposals must demonstrate prior experience and knowledge of the Temporary Assistance for Needy Families (TANF) program, including its goals, eligibility determination process and prior work with community-based organizations serving youth, including but not limited to faith-based organizations. Proposals should also demonstrate knowledge of entrepreneurship education, mentor development, and the small business development process. Prior business ownership is a plus. A bid package may be obtained by contacting the person listed below.
Deadline: Please email responses by 4:30 p.m. on Friday, July 11, 2025. Bids received after this date and time will not be considered. EOE.
