REQUEST FOR BIDS
The City of Salina, Kansas is currently accepting sealed bids for the following project. Submit to the office of the
City Clerk, City-County Building 300 West Ash, Room 206 Salina, Kansas, by 2:00 p.m. (Central),
THURSDAY, MARCH 5, 2026, at which time all bids will be publicly opened and read aloud.
NEIGHBORHOOD REPAIR & REHAB PROGRAM (NRRP) – CDBG HOME#7

The contract documents are the property of the City of Salina, Kansas, and are available for public inspection at
the office of the Community Relations Division, City-County Building 300 West Ash St., Rm 101, Salina, Kansas.

any questions regarding this project, reference above project number. No faxed bids will be accepted. Late bids
will be returned unopened.
All interested Bidders will need to be Lead Certified and must have a UEI # to be considered an eligible
Bidder. All interested Bidders will need to contact Community Relations Division at (785) 309-5745 or e-mail
community.relation@salina.org to obtain the Project Manual and Instructions to Bidders by no later than
FEBRUARY 20, 2026. All interested bidders will need to schedule a “Site Walk” to become familiar with the
property as to the general, local and site conditions that may affect cost, progress, and performance of the work
after the Project Manual has been obtained. Documentation verifying completion of Site-Walk will be required.

1. Foundation/Basement: Cracks in basement walls need stabilized in northeast corner – Make repairs
needed to the northeast corner to stabilize foundation.
2. OPTION 1 Second Floor Unfinished - Finish upstairs to City Code requirements; with addition of a
bathroom in designated area on second floor (will require an engineering stamp letter for bathroom floor
structure)
3. OPTION 2 Second Floor: Unfinished - Finish upstairs to City Code requirements without the addition of
a bathroom but enclose the area as a bonus room.
4. Foyer: Partially unfinished – Complete remodeling in the foyer to current building codes.
5. Exterior: Paint is peeling and chipping missing pieces of siding.
Remove & replace all 2nd floor siding, properly flash between upper and lower siding.
For the main floor and gables: repair damaged portions of siding, scrape and stabilize existing paint, prime
and paint.
6. Fascia and Soffits: Paint is deteriorated - Scrape and stabilize existing paint, prime and paint around the
entire exterior.
7. Front Porch: Dilapidated, ceiling is loose and falling, posts appear to have rotten bases - Repair/replace
posts, guards, handrails, ceiling and floorboards; Scrape and stabilize existing paint, prime and paint.
LEAD ASSESSMENT REPORT WILL BE PROVIDED WITH THE PROJECT MANUAL.
The City of Salina, Kansas, reserves the right to reject any or all proposals and to waive any irregularities therein.
