REQUEST FOR BIDS
The City of Salina, Kansas is currently accepting sealed bids for the following project. Submit to the office of the
City Clerk, City-County Building 300 West Ash, Room 206 Salina, Kansas, by 2:00 p.m. (Central),
THURSDAY, MARCH 5, 2026, at which time all bids will be publicly opened and read aloud.
NEIGHBORHOOD REPAIR & REHAB PROGRAM (NRRP) – CDBG HOME#6
PROJECT NO. CDBG 24-HR-003
The contract documents are the property of the City of Salina, Kansas, and are available for public inspection at
the office of the Community Relations Division, City-County Building 300 West Ash St., Rm 101, Salina, Kansas.

any questions regarding this project, reference above project number. No faxed bids will be accepted. Late bids
will be returned unopened.
All interested Bidders will need to be Lead Certified and must have a UEI # to be considered an eligible
Bidder. All interested Bidders will need to contact Community Relations Division at (785) 309-5745 or e-mail
community.relation@salina.org to obtain the Project Manual and Instructions to Bidders by no later than
FEBRUARY 20, 2026. All interested bidders will need to schedule a “Site Walk” to become familiar with the
property as to the general, local and site conditions that may affect cost, progress, and performance of the work
after the Project Manual has been obtained. Documentation verifying completion of Site-Walk will be required.

Window Replacement Option 1: Friction surfaces - Replace all operable
windows that were never meant to be opened (like the transom windows)

Partial Window Replacement Option2: Friction surfaces – Replace 3 (operable) on mail level, 1 on
2. stair landing (requires safety glass), and 5 on 2nd floor (in bedrooms for fire egress); Remaining
windows are to be mechanically secured.

Interior Doors: Strike surface - Install door bumpers to door jambs as needed per lead assessment to
prevent paint flaking.
4.
Front Porch: Walking surface - Repair/replace damaged floorboards, posts, ceiling, guards and
handrails. Scrape, prime and paint all addressed items on this line item.
Plumbing: 2nd floor bathroom unusable - Repair/replace plumbing (through 1st floor ceiling) (plumbing
5. inspection will be required); Repair first floor ceiling after plumbing repair is complete to second floor
bathroom.
6.
Siding: Replace/Repair damaged siding. Scrape, prime and color match paint deteriorated areas of the
house.
7. Electrical: Voltage loss in areas of the house. Have an electrician assess and make repairs as needed.
8.
Gutter and Downspouts: Aged not working properly - Remove all existing and install new gutters with
gutter guards, downspouts and extensions for the whole house.

Laundry: Laundry is located in the basement - Relocate to main floor bathroom (plumbing inspection
will be required).

Interior Wall Repair: Cracked and broken plaster, pealing wallpaper, etc.
