REQUEST FOR BIDS
The City of Salina, Kansas is currently accepting sealed bids for the following project. Submit to the office of the
City Clerk, City-County Building 300 West Ash, Room 206 Salina, Kansas, by 2:00 p.m. (Central),
THURSDAY, MARCH 5, 2026, at which time all bids will be publicly opened and read aloud.
NEIGHBORHOOD REPAIR & REHAB PROGRAM (NRRP) – CDBG HOME#2

The contract documents are the property of the City of Salina, Kansas, and are available for public inspection at
the office of the Community Relations Division, City-County Building 300 West Ash St., Rm 101, Salina, Kansas.

any questions regarding this project, reference above project number. No faxed bids will be accepted. Late bids
will be returned unopened.
All interested Bidders will need to be Lead Certified and must have a UEI # to be considered an eligible
Bidder. All interested Bidders will need to contact Community Relations Division at (785) 309-5745 or e-mail
community.relation@salina.org to obtain the Project Manual and Instructions to Bidders by no later than
FEBRUARY 20, 2026. All interested bidders will need to schedule a “Site Walk” to become familiar with the
property as to the general, local and site conditions that may affect cost, progress, and performance of the work
after the Project Manual has been obtained. Documentation verifying completion of Site-Walk will be required.

1.
Windows: Friction surfaces, not operable - Replace 14 windows, repair any rotted wood around
window as needed, scrape, prime and paint.
2.
Exterior Doors: Dilapidated strike surfaces - Replace 2 doors (front and back), repair any rotted
wood around doors as needed, scrape, prime and paint.
3.
Interior Doors: Strike surfaces - Apply door bumpers to door jambs as needed per lead assessment
to prevent paint flaking.
4.
Soffits & Fascia: Deteriorated paint - Repair any rotted areas; scrape, prime and paint soffit and
fascia.
5.
Kitchen Floor: Floor is cantilevered over the foundation wall causing the floor to sag - Lift floor to
bring back to level. Contractors’ choice on appropriate repair (framing inspection will be required).
6.
Basement West Wall: West basement wall movement - Stabilize west basement wall (Will require
engineers stamped letter) - (footing/foundation inspection will be required).
7.
Gutters and Downspouts: Incomplete downspouts – Remove all and install new gutters &
downspouts with extensions, for the property.
LEAD ASSESSMENT REPORT WILL BE PROVIDED WITH THE PROJECT MANUAL.
The City of Salina, Kansas, reserves the right to reject any or all proposals and to waive any irregularities therein.
