RE: Addition of ADA concrete ramp and rails, Minor interior remodel, Interior and exterior repairs
and maintenance
This information packet is designed to establish a scope of work and define the items to be included and
excluded within any offered proposals to repair and renovate the existing office building at 125 Lester
St. This scope along with the attached plans are both a part of this informational packet. This building is
currently the Housing Resource center. Once complete, this facility will become the new home for City
of Thomasville Human Resources. This project includes general repairs for rot, insect damage and wear
both on the interior and exterior of the building. All surfaces currently painted, exterior and interior, will
be repainted and sealed from the elements. To provide full access, a second fully compliant 2010 ADA
access ramp of concrete with all required guards and rails will be constructed at the Victoria street
entrance as shown on the attached drawings. A few minor changes to the interior to provide a lobby
from the Victoria Street entrance and a relocated breakroom will be made on the interior along with
new floor coverings throughout the building. All proposals provided shall be from a Georgia State
licensed General Contractor or Light Commercial Contractor with Workmen’s Compensation and
General Liability insurance as required by the State of Georgia and The City of Thomasville. All proposals
shall include all labor, materials, equipment, transportation and permits needed to complete the project
with the following stipulations included as a part of the proposal:
Demolition
1) All exterior materials damaged by rot, insects, severely split or warped are to be removed
for replacement of like materials. This will be in limited quantities of siding, fascia, corner
boards, window trim, balusters or decking of existing ramp, rails and guard materials at
entries, etc. Care should be taken not to damage surrounding materials.
2) There are a few small sections of interior wall around the existing breakroom in the front
area that is to be new lobby, and between the utility storage and the adjoining office to be
removed. Care must be taken to limit the areas to be repaired. ALL cabinetry and counters
are to be salvaged for reuse and installation in the relocated breakroom. They can be stored
in the conference room to keep them dry and free from harm.
3) The sod, bushes or ornamental trees in the area of the proposed ramp should be removed
in preparation for the form and concrete work.
4) All debris created from demolition or construction work must be hauled away as it is
generated, or placed in a well-maintained construction dumpster on site. Debris is not
allowed to be piled on the site.
Structural elements
1) There are no “structural” elements within this proposed scope. All wood framing is to create
partitions or blocking to form frames, walls or shapes. No new walls bear any loading. The
monolithic slab on grade that creates the form of the ramp is fully soil or ground supported
and will not bear any loading other than pedestrian traffic.
2) The new partitions to be added that will divide offices #5/6, the breakroom from office
#7,the small wall sections to create the new door access at the reception desk and the wall
by the restrooms, as well as minor fill in at the cased opening to be closed at the utility area,
are all to be 2 x 4 common studding with ½” dry wall on each side. All finishes should match
the surrounding existing walls and trim. There will be a lower ½ wall in front of the reception
desk to support the counter and provide electrical and low voltage supports. This ½ wall will
also be complete with drywall.
Concrete flatwork
1) A 4” thick concrete ramp and landings will be added with integrated footings as shown in
the attached plans on the exterior facing Victoria attaching to the side of the existing porch.
All grass and other organic material must be removed prior to placement of concrete. Clean
fill, if needed, can be placed to limit the slab thickness to 4” so long as it is 60/40 sand clay
mix and compacted as required for sufficient slab on grade support. Maximum pitch along
the direction of travel is 1 vertical unit per 12 horizontal units. Landings and walks are to be
flat with a maximum allowable cross slope of 2%.
2) All concrete for both the pad and the walkway shall be ready mix at 2500 PSI minimum and
placed with a minimum amount of water added at the time of pouring. The concrete shall
be scored for expansion joints at intervals of 4-5’ oc. to help control expansion cracking. All
forms, concrete form material, and any excess concrete must be removed from the site. The
finished plane of concrete must transition into the existing porch and sidewalk without
forming any trip hazards.
Finish materials and claddings
1) This is an existing building currently in use as a City of Thomasville facility. The renovations
of this facility were completed in 2013 and are in reasonably sound condition. Existing
finishes and material types should be the guide for added, repaired or replacement finishes.
Like for like replacements will be expected for wall finish, siding, interior and exterior trim,
doors (both style and type), etc.
2) The reception desk, counter and desktop are not designed at this time. As a place holder,
provide a line item allowance for this work, finishes, hardware and installation of $5,000.00.
3) All floor coverings will be replaced. It will be expected that the existing floor finish, any
underlayment that is required to be removed will be within the contract of the flooring
contractor. The flooring contractor will also supply all flooring materials, installation
materials, labor and any other items to provide a complete floor installation. This is
provided by Dudley Moore Awning and Floor covering of 2566 E Pinetree Blvd. Thomasville
Georgia. All bidders must contact DMAFC for scheduling. Include $17,000.00 as a cost for
this portion of the project.
4) The shoe mold or quarter round (where required) will be installed by the general or light
commercial contractor and painted to match the base molding above.
5) The railings and guards of the new ADA ramp will be of similar material to those of the
existing ramp.
Plumbing
1) There are no repairs or plumbing to be completed within the restrooms or at the existing
water cooler.
2) The plumbing to the existing breakroom will be capped below the floor. The new breakroom
will be plumbed with waste, vent and water for the relocated kitchen sink and ice maker of
the refrigerator.
Mechanical HVAC
There are no changes to occur with the existing ductwork or supply registers of the systems in
place within the building. The supply registers as currently positioned also work with the minor
changes occurring and no relocation of any of these is needed.
Electrical
Wiring and devices should be of the same type or equal to materials previously used and in
place. Likely NM wire and single phase residential style breakers and devices. The notes below
have corresponding numbers on the plans.
1) Install a 110 electrical receptacle on each side of the new wall dividing this office that is
creating offices #5 and #6. Place at the same heigh above the base or floor as others in the
room. Match device and plate color as others in the room.
2) Add a new switch leg to control the existing light that was previously controlled with the
switch in office #5. Match device and plate color as others in the room.
3) The 3 existing flush mount ceiling light fixtures in the main hall are to stay as they currently
are placed and controlled with the same 4way switches already in place.
4) The existing light and switch of the utility storage area that will now be a part of the new
break room will stay as they are. The light that was previously a part of office #7 that is now
a part of the new breakroom will be added to this existing switch leg to be controlled with
the existing light.
5) Add a separate circuit for the receptacle for the refrigerator the is either GFI breaker
protected or GFI receptacle protected.
6) Add the 3 receptacles over the counters that are GFI receptacles.
7) Install a 110 electrical receptacle on the new wall dividing the new breakroom and office #7.
Place at the same heigh above the base or floor as others in the room. Match device and
plate color as others in the room.
8) The lighting and switch leg are to remain as they are in office #7. Disconnect the second
fixture from this switch leg that is now the ceiling light for the new breakroom.
9) Remove the receptacle facing the main hall that will be in the planned doorway to new
breakroom.
10) The 3 gang switch box that is currently in the existing breakroom wall will be relocated
about 12” to the exterior wall beside the entry door.
11) The switch leg currently controlling the foyer light will now control the repositioned lights of
the existing breakroom and secondary hall over the newly created reception room.
12) Remove the existing foyer light and box.
13) Install (3) 110 electrical receptacles on the new ½ wall around the reception desk. Place at a
height above the desk top and below the upper counter. Match device and plate color as
others in the room.
14) Lower the (2) receptacles that are currently placed at a height for over-the-counter to a
height above the floor as others in the room.
Roofing
1) There are no roofing repairs within this scope of work
Painting
1) Surfaces to be painted on the exterior are all surfaces currently painted along with any
materials replaced that were painted prior to repair/replacement, which includes but may
not be limited to the doors on all edges and surfaces, all soffits, siding, trim and fascia. The
windows that are vinyl are not to be painted, nor are the not previously painted exposed
pressure treated components. On the interior, all surfaces currently painted or similar
surfaces that are new or replaced, will be painted with like paint. This will include but not
limited to doors and trim, base and shoe/quarter round, window casings, wall surfaces.
Surfaces are to be painted in the same color as they are currently.
2) Prepare all new and existing surfaces to receive primer and paint. Clean surfaces to be free
of dirt, mildew, loose pant or other agents that may inhibit correct bond/ adherence of
primers and paints to the finished surface. Take all steps necessary to prevent premature
pealing or flaking of new paint coats.
3) Apply a heavy pigmented primer over all new, repaired or raw surfaces that are to receive
paint. Follow manufacturer’s instructions. Cover and protect all surrounding surfaces from
paint drips or splatter. Contractor will be expected to clean any drips, runs or paint/primer
from any surface that it should not appear.
4) After proper curing time for the primer coat, apply caulking to any open joints with a good
latex paintable caulk. Use a putty/ filler for any exposed nail holes or other defects. Then
apply 2 topcoats of good quality exterior (interior rated latex on interior surfaces) latex paint
over all surfaces to receive paint. Follow manufacturer’s instructions. Cover and protect all
surrounding surfaces from paint drips or splatter. Contractor will be expected to clean any
drips, runs or paint/primer from any surface that it should not appear. Be sure to allow
correct drying time between coats.
Site shall be kept clean and organized at all times and debris shall be removed from the site on regular
intervals. A port-o-let, a method of trash removal, and water does need to be provided for workers. All
work and tasks described above shall be subject to inspection of the supervisor. All work shall meet all
Local, State and Federal laws, building and fire codes as well as OSHA requirements.
A non-mandatory pre-bid meeting will be held on December 18, 2025, at 2:00 PM EST at 125 Lester St.
Any questions should be submitted in writing on or before January 5, 2026, to markh@thomasville.org .
Questions and responses will be posted on the City of Thomasville website for all to view. Final
responses will be posted no later than January 8, 2026, at 6:00 PM. Sealed bids should be titled “125
Lester St. Renovation project” and delivered to the City of Thomasville Engineering Department at 411
W Jackson St. where the bid opening will be held January 20, 2026 at 10:00 AM.
