Description:
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
The National Institutes of Health (NIH), Office of Purchasing and Contracts on behalf of the Department of Transfusion Medicine intends to award a fixed price contract period of performance of one year to Precision for Medicine located in Frederick, Maryland 21701 on a source basis for repository freezer storage for existing and new sample storage services.
The purpose of this requirement is to provide continuity to research already in place for existing resources to maintain the continued storage and current inventory of research samples as well as any samples collected. Precision for Medicine will perform the following services: securing, receiving, cataloging, processing, storing, and disbursing human biological specimens. There are an estimated 190,000 samples currently in storage. These samples are historical samples chronicling the research and history of Hepatitis C and other infectious diseases. Further, these samples are important for ongoing and future research. To conduct accurate and reliable research studies on these samples the research investigators must have complete confidence that the identification, storage, suitability and integrity of these samples have been appropriately maintained.
The discontinuation of services would result in years of loss specimen collection and years of valuable research samples and analysis that have chronicled the history of Hepatitis C and other infectious diseases. Changing storage facilities will be detrimental to the government to attempt to change storage solutions and introduce the risk of contamination or degradation of thirty (30) plus years of samples by moving or partially thawing the samples. Therefore, it is in the best interest of the government to award a sole source contract to Precision for Medicine.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
