Description:
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
The National Institutes of Health (NIH), Office of Purchasing and Contracts, on behalf of the Department of Transfusion Medicine, plans to award a firm fixed-price contract on a sole-source basis to Precision for Medicine, located in Frederick, Maryland 21701-2903. This contract will cover repository freezer storage services for both existing and new sample storage. The period of performance will be from May 1, 2025, to April 30, 2026.
The purpose of this requirement is to ensure the continuity of research for existing resources by maintaining the storage and inventory of current research samples, as well as any newly collected samples. Precision for Medicine will provide the following services: securing, receiving, cataloging, processing, storing, and distributing human biological specimens. Currently, approximately 190,000 samples are stored, many of which are historical samples that document research and the history of Hepatitis C and other infectious diseases. These samples are crucial for ongoing and future research. To ensure the accuracy and reliability of studies conducted on these samples, research investigators must be confident that the identification, storage, suitability, and integrity of the samples are being properly maintained.
Discontinuing services would lead to the loss of years of specimen collection and valuable research samples that have documented the history of Hepatitis C and other infectious diseases. Transitioning to a new storage facility would be highly detrimental, as it would introduce the risk of contamination or degradation of over 30 years' worth of samples through the process of moving or partially thawing them. Therefore, it is in the government's best interest to award a sole-source contract to Precision for Medicine Inc to ensure the continued preservation and integrity of these critical samples.
Precision for Medicine Inc. is a College of American Pathologists (CAP)-certified biorepository that specializes in specimen processing, storage, management, logistics, and distribution of critical research specimens. They offer biospecimen storage and bioprocessing services that enhance both cost-efficiency and quality. Their flexible and scalable services meet diverse storage needs, providing secure, temperature-controlled, and monitored off-site storage for collected biologics.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest by submitting their capability statements. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
