Replacement of Fire Panels
TO ALL PROSPECTIVE BIDDERS:
The following questions were submitted by a potential bidder. Our answers are listed
below in red:
1. Please confirm that Edwards Systems Technologies (EST) is an approved fire
alarm manufacturer. Yes.
2. In the specifications, its states that the fire alarm panels are required to be
networkable. When onsite, we were told that the fire alarm panels are to be stand
alone. Please confirm if the panels need to be networkable or just stand alone.

3. Please confirm if this is a one for one replacement of your existing fire alarm
devices/panels or if the intent is for the fire alarm systems to be fully designed.
No, replace existing.
4. Please confirm if the fire alarm contractors are required to submit engineered
stamped drawings. No.
5. Please confirm if we can reuse any existing raceways. Yes.
6. Please confirm if the current fire alarm systems are required to remain functional
when we install the new fire alarm system. No. We will be under fire watch when the
system goes down.
7. Please confirm the type of conduit that will be required for this project, EMT or
rigged? Rigged if an inmate can get to it, in living quarters. EMT is in cases or above
drop ceilings.
8. Please confirm who the authority having jurisdiction will be over this project.
Memphis Fire has jurisdiction.
9. Please confirm that if any asbestos is found on-site, the contractor will not be
responsible for its removal. No, they will not be responsible.
10. Please confirm if vandal resistant and/or anti-ligature covers will be required on
fire alarm devices. If so which devices -smoke detectors, horn/strobes and pull
stations? You can use existing covers that are already there.
11. Please confirm if the contractor will be responsible for hiring all outside vendors
that interface with the fire alarm system for testing and connection purposes –
Example: Sprinkler, Elevator, HVAC. Yes, they will be responsible.
12. Lastly, we request that bid date be extended to May 12th at the earliest. This
ensures that all fire alarm contractors will be able to submit a bid that is beneficial
for the contractor and buyer. With the bid date currently one week away, it will be
near impossible to design fire alarm systems with the drawings provided for
approximately 17 buildings and secure the required bonds from our surety
provider. Per Addendum No. 1 dated April 23, 2026, the bid due date has been
extended from 2:00pm Tuesday, April 28, 2026 until 2:00pm Tuesday, May 5,
2026.
