07/28/2026 Amendment A00001 to Solicitation RFI Questions and response



Q: Is replacement of the valve box required if the repair can be completed within the existing valve box?

R: If the boxes remain intact and undamaged during the process, they can be reused

Q: Could you provide photos of the valves with the valve box partially opened?

R: The SOW on page 7 (Enclosure 3) includes a photo showing the valve boxes partially opened.

Q: Is a gate valve specifically required, or would an alternative such as a ball valve or meter stop be acceptable?

R: The project involves installation in kind.







07/16/2026 Amendment to Solicitation: Change verbiage to read:

Work hours: Monday through Friday, Service to potable water valves to begin at 1500 3 pm, EST. This change was made to alleviate the hardship of having potable water shutdown during normal working hours at the Air Station. Weekend service will be considered by Coast Guard Command and Contracting Officer.





This combined synopsis/solicitation for construction services is prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This synopsis/solicitation is being advertised as Small Business Set-Aside only. This announcement constitutes the only solicitation; no separate written solicitation will be issued.



The solicitation number is 70Z028-26-Q-0000101. Applicable North American Industry Classification Standard (NAICS) codes are:

238220 Plumbing, Heating, and Air Conditioning Contractors, Size standard in millions ($19.0)



This requirement is for a firm fixed price construction contract. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13

The Government will award a contract resulting from this solicitation to the proposer responsible, whose offer conforming to the solicitation will be most advantageous to the Government, Lowest Price, Technically Acceptable.

Anticipated award date: 10 business days after close of solicitation, OOA 28 August 2026

SCOPE OF WORK: Contractor shall provide all labor, supervision, materials and equipment to replace two (2) potable water gate valves. See attached SOW for details.

Period of Performance: Work is expected to commence at NLT 10 business days after award is made and submitted to awardee. Anticipated award date: 28 August 2026



Site visit: It is highly recommended and encouraged that a site visit is performed at the unit to field verify the requirements within the SOW and speak with the unit POC for this project. A site visit has been scheduled for Tuesday July 28th at 1030. Vendors are to coordinate a site visit attendance with the below listed unit personnel. Vendor must ensure company personnel attending site visit have a proper government issued ID in order to gain access to the Air Station.

  • 52.236-2 Differing Site Conditions: Protects the contractor if subsurface or physical conditions differ materially from those indicated in the contract.

  • 52.236-3 Site Investigation and Conditions Affecting the Work: Requires the contractor to investigate the site and conditions before bidding.

  • 52.236-5 Material and Workmanship: Requires all materials to be new and of the most suitable grade unless otherwise specified.

  • 52.236-7 Permits and Responsibilities: Holds the contractor responsible for getting all necessary licenses, permits, and complying with federal, state, and local laws.

For construction projects over $2,000 in the United States, solicitations must include wage rate and labor standards requirements:
