Project Description: The Contractor shall provide all supervision, labor, transportation, equipment, signage, traffic control, parts, tools, and materials necessary to prepare existing asphalt/rock surface and repair/repave the loading area and roadway near Building 185 and Building 98. The base line item includes repair/repave of the loading area near Building 185 and the option line item includes repair/repave of the roadway near Building 185 and Building 98. All work will be conducted at USCG Base Elizabeth City around Building 185 and Building 98.

Notice of Set Aside: This requirement is set-aside for 100% Total Small Business.

The government intends to issue a Request for Quotations on or about September 5, 2025. If this date is delayed, the solicitation will follow as soon as possible. This is a PRELIMINARY NOTICE of a solicitation that will follow. The responses will be due approximately 10 days after the RFQ issue date, on/about September 15, 2025. The specific date and time will be announced in the solicitation that will follow this notice. NOTE: It is anticipated that an agency deviation adopting the FAR Overhaul of FAR Part 5 will be issued soon. If this occurs prior to September 5, then the solicitation will be posted without delay because a presolicitation notice will no longer be required for this procurement.

The RFQ package, including applicable attachments will be posted to www.sam.gov. No hardcopies or email copies of the solicitation will be provided.

In order to be awarded a contract, an offeror must have a UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
