This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.
FA8524-25-Q-0009 issued as a request for quotation (RFQ). This is a not a small business set-aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. Please see the attachment titled PROVISIONS/CLAUSES.
This USAF requirement is to obtain repair services for the Pilot Warning Alarm Set (NSN 6340-01-153-8073, PN 205-074-033-103) in support of the TH-1H helicopter. This aircraft is a training platform stationed at Fort Novosel, AL. The fleet size is 27. This contract will return the entire spares inventory of 12EA units to serviceable condition over a one-year period of performance (PoP) with an anticipated award by 30 Sep 25. The Pilot Warning Alarm Set is a revolutions-per-minute (RPM) warning detector, operating on DC power, that senses and interprets rotor and engine RPMs through a connection to tachometer circuits. If the rotor RPM exceeds normal limit, an “RPM WARN” message will be displayed on the center Multi-Function Display (MFD). An audio signal is also produced in the pilot and co-pilot headsets when either the rotor or engine RPM reaches the low limit. It is a commercial item that shall never deviate from the original Form, Fit and Function requirements chosen by the Department of Defense (DoD) for the TH-1H aircraft. Only this specific Pilot Warning Alarm Set will support the current configuration of the TH-1H.

Given this acquisition meets the definition of a commercial item and there is pricing history available, use of a Firm Fixed Price contract type was deemed the most appropriate contract type for execution of this acquisition. This contract type should result in best value/lowest risk to the Government. Because the total value of this procurement is below the Simplified Acquisition Threshold (SAT), FAR Part 13, which governs Simplified Acquisition Procedures, is applicable.
The repair services for this component will be performed in accordance with (IAW) Depot Maintenance Work Requirement (DMWR) 55-6340-206. This means that the repair is based on U.S. Government-furnished technical data. The DMWR provides the necessary authority and technical guidance for depot-level maintenance of the Pilot Warning Alarm Sets.
Inspection and Acceptance will be at F.O.B. Origin: Robins AFB, GA 31098-1887
The approximate issue date of solicitation 12 August 2025. The RFP will be available for viewing and downloading at www.SAM.gov only. No telephone or fax requests will be honored. NO HARD COPIES WILL BE ISSUED. The approximate response due date will be 1 September 2025. NO LATE RESPONSES ACCEPTED
Funding will be provided on the one-time repair contract.
