DESCRIPTION:
The National Institute of Standards and Technology (NIST), Surface and Trace Chemical Analysis Group conducts research on the chemical and structural properties of matter by applying various ion and photon based microscopies whose resolution range from micrometers to nanometers. They research the fundamental aspects of the excitation process, quantification, standards development, instrumental improvements, and data analysis challenges associated with these analytical methods. The group conducts research in generation and size-calibration of particles and applies analytical microscopy methods to problems in materials science, semiconductor technology, bioscience, environmental science, and homeland security.
The group owns a Cameca IMS1270E7 (1280) Serial # 308 large geometry secondary ion mass spectrometer (LG-SIMS) located at the NIST Gaithersburg campus that provides critical support for projects related to isotopic measurements and nuclear forensics research. It is imperative that this instrument is always operating efficiently and effectively to deliver cutting-edge results in the relevant project areas. Currently, one of the detectors in the IMS1270E7 is not operational, reducing NIST’s ability to conduct research and meet mission critical needs. Therefore, we require services to repair this detector and return it to fully operational status.
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with the Cameca Instruments, Inc located in Fitchburg, WI, for repair of this equipment.
Sole Source justification is based on the following:
Market research has shown that Cameca Instruments is the sole responsible source for repair for this instrument. The Contractor has stated in writing that: CAMECA Instruments Inc. is the sole source supplier of upgrades, spare parts, consumable parts and service support for CAMECA SIMS instruments in North America and does not use distributors or resellers.
NAICS code for this requirement will be 811210– Other Electronic and Precision Equipment Repair and Maintenance with a small business size of $34.0M.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00AM EST on 07/07/25 will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
