DESCRIPTION OF REQUIREMENT:
The U.S. Coast Guard requires services for a contractor to provide all personnel, equipment, tools, materials, transportation, supervision, and other items and services necessary to repair concrete spalling on the aircraft parking apron at Air Station North Bend. The contractor must perform all work to the standards outlined in the Scope of Work, which includes repairing approximately 50 square feet of concrete spalling around airfield drains and select perimeter concrete edges. The Government intends to issue a firm fixed price contract for this requirement. The full scope of work and specifications will be included in the solicitation documents.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

The associated NAICS code is 237310 (Airport Runway and Apron Pavement Repair). This acquisition is set-aside 100% for SMALL BUSINESS. The Size Standard is $47M.
A site visit will be held for interested quoters and is highly encouraged. All interested parties must arrive no later than five minutes prior to the start time indicated.

Any and all questions regarding this solicitation shall be submitted in writing to the Contract Specialist at ava.m.stow@uscg.mil with solicitation RFQ number 70Z03326Q2027601 in subject line. Questions regarding the statement of work (SOW) will be forwarded to the technical expert for an accurate response. All responses will be uploaded for an equal and fair solicitation to all interested vendors on solely SAM.gov. No more questions will be answered after 09/08/26.

SUBMISSION OF QUOTES
Quotes must be submitted as a single consolidated PDF file electronically to Ava.M.Stow@uscg.mil by the date and time specified in this solicitation. Your quote shall not provide/repeat information already provided in the solicitation such as clauses and provisions. Incomplete submissions that fail to adhere to these instructions may be considered disqualified and ineligible for award.
A complete submission shall consist of the following parts:
Part 1: Price Quotation

A detailed Price Breakdown for the total firm-fixed-price. The breakdown must separate the costs for the following:
- Direct Labor (Labor categories, hours, and hourly rates)
- Materials
- Equipment and Tool Rentals
- Disposal and Hauling Fees
- Mobilization
Part 2: Technical Proposal
The Technical Proposal shall not contain any pricing information. It must provide a clear, concise narrative demonstrating the quoter’s understanding of and ability to meet the requirements of the Statement of Work (SOW). Simply reiterating, paraphrasing, or "parroting" the requirements is not acceptable. The proposal must detail the specific methods, resources, and management techniques the quoter will use to meet the SOW standards.

Evaluation: The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An award will be made to the responsible offeror submitting the lowest-priced technically acceptable.
The following factors will be used to evaluate offers:
Technical Capability: The offeror’s proposal will be evaluated to determine if it meets the technical specifications and performance requirements outlined in the PWS. This will be evaluated on an Acceptable/Unacceptable basis.
Past Performance: The Government will evaluate the offeror’s recent references and past performance to assess the risk of contract execution. The Government may utilize CPARS, market research, and references provided by the offeror.
Pricing: Price will be evaluated to ensure it is fair and reasonable.
Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Under FAR 4.1103 prospective contractor shall be registered in System Award Management (SAM) prior to award. Failure for contractor to be registered in SAM shall result in Contracting Officer proceeding with the next successful registered offeror. Website: www.sam.gov
