Objective
The City of Kingsland is soliciting proposals from qualified painting contractors to provide all labor,
materials, equipment, supervision, and incidentals necessary to prepare and paint the exterior surfaces
of the property.
Hold Harmless
The Contractor will indemnify, defend, and hold harmless the City of Kingsland from loss for all suits,
actions, or claims of any kind brought as a consequence of any negligent act or omission by the
Contractor. This clause includes claims involving infringement of patent or copyright. For the purposes
of this document, "City" and "Contractor" include their employees, officials, agents, and representatives.
Scope of Work
The contractor shall utilize a premium-quality exterior paint system equivalent to Sherwin-Williams
Duration, Benjamin Moore Aura Exterior, or an approved equal. Paint colors shall be selected by the City
of Kingsland. Any substitutions shall require prior approval by the City. The successful contractor shall
perform the following work:
Surface Preparation
Scrape and sand all loose, peeling, or deteriorated paint to provide a sound surface for
repainting.
Clean all surfaces to be painted as necessary to remove dirt, mildew, chalking, and other
contaminants that may interfere with proper paint adhesion.
Clean soffits and trim prior to painting.
Caulk windows, doors, and other exterior joints as needed to provide a weather-resistant seal.
Prime all bare wood, metal, or other exposed substrates with the appropriate primer before
applying finish coats.
Painting
Apply one (1) coat of primer where required and two (2) finish coats to all painted surfaces unless
otherwise approved by the City. The work shall include painting all exterior painted surfaces, including
but not limited to:
Exterior wall surfaces
Doors
Window frames
Shutters

Patio areas
Railings
Soffits
Fascia boards
Paint shall be applied in accordance with the manufacturer's written recommendations to achieve a
uniform, durable, and professional finish. The contractor shall provide a minimum two (2) year
workmanship warranty covering peeling, blistering, or failure resulting from improper preparation or
application.
Protection of Property
The contractor shall protect all surfaces, fixtures, landscaping, roofs, walkways, windows, lighting, and
other items not designated for painting. Any damage resulting from the work shall be repaired or
replaced by the contractor at no additional cost to the Owner.
Contractor Responsibilities
Contractors are strongly encouraged to visit the project site prior to submitting a proposal. Failure to
inspect the site shall not relieve the contractor from completing all work required under the contract.
Work shall be scheduled in accordance with manufacturer recommendations regarding temperature,
humidity, and weather conditions. Contractor shall possess all licenses required by the State of Georgia
and the City to perform the work described herein.
The contractor shall:
Furnish all labor, materials, tools, equipment, and supervision necessary to complete the work.
Maintain a clean and safe work area throughout the project.
Remove all debris generated by the work and leave the site in clean condition upon completion.
Comply with all applicable federal, state, and local safety regulations.
Proposal Requirements
Proposals shall include:
Company qualifications and relevant experience.
Proposed project schedule, including anticipated start and completion dates.
Description of preparation methods and paint system to be used.
Warranty information.
Total project cost, including labor, materials, equipment, and any applicable taxes or fees.

Proposal Submission Instructions
Proposals must be submitted by 2:30 PM on Thursday, August 20, 2026
Must be in a sealed envelope clearly marked: "Repainting of Kingsland Welcome Center – RFP
#COK 26-040"
Submit one (1) original and three (3) copies
No electronic, fax, or telephone submissions will be accepted
Late proposals will be rejected and returned unopened
Required Documents:
1. Certificate of Insurance
2. Signed W-9
3. E-Verify Affidavit (Original, Notarized)
4. Acknowledgment of Addenda (page 6, if applicable)
5. Bid Proposal Form (page 7)
6. City of Kingsland Business License (if awarded)
Local Vendor Preference
For purchases, bids, proposals or contracts less than $100,000 the local vendor may be given an
opportunity to match the lowest price proposal, if the quotation or bid of the local vendor is within 10%
of the lowest price proposal by a non-local vendor. In the event a local vendor matches the lowest price
proposal, including all other terms, quality, service and conditions, then the local vendor shall be
awarded the contract. (See City of Kingsland Purchasing Ordinance for complete guidance.)
Award
Award will be made to the responsive and responsible proposer whose proposal is determined to be in
the best interest of the City, considering price, qualifications, experience, references, schedule,
warranty, and overall value.

Compliance with OSHA Regulations
All work shall comply with current OSHA regulations and standards, including future amendments, until
the project is completed and accepted by the City of Kingsland.
Rejection of Proposals
The City of Kingsland reserves the right to:
Clarify any terms with vendor concurrence
Reject any proposal deemed non-responsive
Modify, waive, or vary terms and conditions of the RFP
Cancel or withdraw the RFP at any time
Negotiate contract terms with the successful proposer
The City also reserves the right to:
Reject any or all proposals
Award in part or in whole
Waive any informality in submissions
Re-advertise as needed (City Purchasing Ordinance, Article IV, Division 2, Section 2-99)
