Rental Vehicles – Guam

1. QUOTE SUBMISSION: Quotes must be submitted no later than Monday, 29 September 2025 at 4:00 PM Guam Local Time. Submitted quotes must be valid for at least 30 days from quote due date.

2. DESCRIPTION OF REQUIREMENT:

This is a Firm-Fixed-Price requirement with FOB Destination for the following items:

CLIN 0001 – 5-passenger Sedan x 24 each

CLIN 0002 – 15-passenger Van x 18 each

CLIN 0003 – 6-passenger Truck x 14 each

CLIN 0004 – 7-passenger Van x 6 each

Period of performance: 5 October 2025 – 23 December 2025 (80 days)

Amendment changes the following:

• CLIN 0001 quantity increases from 20 each to 24 each


• CLIN 0004 quantity increases from 5 each to 6 each

3. BASIS FOR AWARD: Order award will be issued to the vendor who provides the best value to the Government.

4. BEST VALUE DETERMINATION: The lowest priced, technically acceptable offer will be deemed as the best value to the Government. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that are contained in the solicited item description. If the lowest priced submission does not meet the technical criteria described in the solicited item description, the Government reserves the right to evaluate the next lowest priced submission until it has determined a technically acceptable submission. The award will be made to the vendor whose quote is the lowest evaluated price among technically acceptable quotes.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2025-04 effective 7 August 2025, Defense Procurement Notice 20250117, and Department of the Air Force Acquisition Circular effective 16 October 2024. This procurement is being issued as a small business set-aside. The North American Industry Classification System Code is 532111 with a size standard of $47M. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.
