The City is seeking a developer or development team (the “Successful Respondent”) with demonstrated experience and strong financial resources to acquire, rehabilitate or preserve affordable rental housing developments to prioritize public housing/income-based housing* for households making up to 30% AMI, this could include direct cost to buy down rents in existing developments. A successful proposal shall be a creative project that achieves the Project Goals set forth in Section II of this RFP and aligns with the 2022 Housing Community Bond Committee Parameters and the Housing Commission’s Bond Evaluation Framework and include a minimum of 10% of the units for households making up to 30% AMI. The City of San Antonio, Texas (the “City”) is seeking development partners to implement the $150 million voter approved 2022-2027 Affordable Housing Bond Program.

§2-62 of the City Code of the City of San Antonio, regarding the RFP or proposal from the time

the RFP has been released until the contract is posted for consideration as an agenda item

during a meeting designated as an A session; and 2) City employees from the time the RFP has

been released until the contract is approved at a City Council “A” session.

Exceptions to the Restrictions on Communications:

Respondents may submit written questions concerning this RFP to the Staff Contact Person listed

below until 4:00 p.m., Central Time, on March 19, 2024. Questions received after the stated deadline

will not be answered. All questions shall be sent by e-mail. Questions submitted and the City’s

responses will be posted with this solicitation.
