Renaissance Commerce Park – Odell Street Extension and Ridge Road Extension, Project

The Buffalo and Erie County Industrial Land Development Corporation (ILDC) is requesting sealed proposals from qualified contractors for the Renaissance Commerce Park – Odell Street Extension and Ridge Road Extension, Project FA 8-19-21.

Wednesday, October 1, 2025, at 12:00 PM (Noon)
All RFIs must be submitted by this deadline. No questions will be accepted within three (3) business days prior to the bid opening.

Wednesday, October 15, 2025, at 12:00 PM (Noon)

All proposals must be received by the Director of Property Development with the Erie County Industrial Development Agency (ECIDA) no later than the submission deadline. Late submissions will not be considered. Bidders are responsible for ensuring on-time delivery using one of the following options:

It is the bidder’s responsibility to ensure the sealed proposal is delivered before the bid opening and bidders must utilize one of the following methods:

1. Drop off sealed proposal to the offices of the ECIDA/ILDC offices located at 95 Perry
   Street, Suite 403, Buffalo, NY 14203, Attention Mr. Andrew Federick Andrew Federick by Wednesday, October 15, 2025, 11:00 AM.
2. Mail the sealed proposal to ECIDA/ILDC, Attn: Mr. Andrew Federick Andrew Federick, 95 Perry Street, Suite 403, Buffalo, NY 14203. Bidders should allow for delivery before the bid opening (highly encouraged to schedule for delivery on or prior to Tuesday, October 14, 2025). It is also highly encouraged that bidders track delivery of their mailed proposals and use priority mail as necessary. ECIDA Staff is available to accept deliveries on standard business days, Monday – Friday from 8:00 AM to 4:00 PM..

Proposals will be opened Wednesday, October 15, 2025, at 12:00 PM via video/phone conference only (in-person attendance is not permitted).

Any Addenda will be issued by Avalon to bidders listed on the official plan holders list. Bidders must acknowledge and attach Addenda within their proposals.

The ILDC seeks qualified contractors for the construction of the Odell Street Extension and Ridge Road Extension located within the Renaissance Commerce Park (former Bethlehem Steel Site) in Lackawanna, NY. This project is part of a broader infrastructure initiative to improve roadway interconnectivity and facilitate truck and vehicle access for future tenants.
