I.
PURPOSE
The purpose of this Invitation for Bids (IFB) is to solicit competitive bids to establish a term contract with a
qualified bidder, to provide all labor, materials, supervision, equipment, services, incidentals and related
items necessary to provide Remote, On-Demand Visual Guide Services for Northern Virginia Community
College (NVCC). Virginia Community College - Shared Services Center (VCCS-SSC) invites any qualified
bidder to respond to this IFB by submitting a bid for such work, services, and/or items consistent with the
terms and conditions herein set forth.
This procurement is being conducted on behalf of the Virginia Community College System (VCCS). The VCCS
consists of 23 colleges with 40 campuses located across the state, as well as two central agencies: the Systems
Office and the Shared Services Center. All of these VCCS entities may use any awarded contract at their
option. However, they are under no obligation to do so, and there is no guarantee that any awarded
contractor shall receive a request for service.
II. SCOPE OF WORK
Blind and low-vision students face not just academic challenges, but there are other hurdles like getting
around campus and fully engaging at social events, which all contribute to a high dropout rate. Students
who are blind use specific technology that is regularly incompatible with publisher platforms and course
documents provided at the College. The service will provide a remote, on-demand service that students can
call to have their surroundings described to them through their smartphone’s camera. This can help with
navigation and campus access for visitors and potential students and also provides access to school
assignments that would otherwise be inaccessible to them.
A. The Virginia Community College System (VCCS) seeks a company to provide instant access to
remotely-located agents, 24/7, with no advance scheduling, by way of one’s personal devices,
(smart phone, computer, tablet or specialized glasses).
B. The Bidder shall demonstrate sufficient knowledge and expertise in providing remote On-Demand
Visual Services and remote/reader/scribe interpreting services for higher education institutions.
C. The Successful Bidder shall provide a downloadable APP for personal devices, such as smart
phones, computers, tablet or specialized glasses, which will enable the student to access trained
people who can see the students’ surroundings through the students’ phone camera and guide them
to their destination.
D. Services may also be needed for computer programs, such as Math classes. Agent shall help client
navigate through the computer program.
E. Agent shall read text as needed (textbooks, handout, etc., not provided in Braille).
F. Clients may have presentation with graphs, charts or graphics. Agent will describe in rich detail
what the graph looks like, including line charts with varying colors, equations, etc.
G. Agents shall assist clients with touch screen kiosks, copy machines, coffee machines, assisting with
making the right selections, using explanation to guide their hand to the right button.
H. Agents will assist in Lab environments, with identifying lab tools, and by making the lab experience
accessible.

Agents will provide tech assistance, by making every non-accessible online website or program
immediately accessible, via live, human agents providing a rich description of what is happening on
the computer screen.

J.
Successful Bidder may need to provide rechargeable smart glasses, if needed, and instruct client
how to use.
K. Successful Bidder shall perform maintenance on any provided equipment as needed o shall replace
the equipment in the event of failure. Maintenance/replacement shall be furnished promptly so
clients are not overly inconvenienced.
L. Successful Bidder must be able to provide service immediately.
III. SPECIFIC BID INSTRUCTIONS:
Bidders are required to submit the following items as a complete bid:
A. IFB Cover Sheet and all addenda acknowledgements, if any, signed and filled our as required.
B. Completed and signed Vendor Data Sheet, included as an attachment.
C. Completed and signed State Corporation commission Form (SSC Form), included as an attachment
to this IFB.
D. Completed and signed Small Business Subcontracting Plan, included as an attachment. If bidder
does not plan to subcontract, indicate N/A and sign.
E. Pricing is to be filled out online.

VI. METHOD OF PAYMENT
Payments for any resulting contract will be made by the VCCS in Accordance with Article 4 of the Virginia
Public Procurement Act, Article 4 “Prompt Payment” (Code of Virginia §2.2-4347 et. seq.)
Payment will be made within 30 days of a proper invoice. The Contractor shall submit monthly invoices to
the VCCS for all services completed. It is anticipated that this will be paid via check.
Vendors shall submit proper invoices to invoice@ssc.vccs.edu or Virginia Community College System, Shared
Services Center, ATTN: Accounts Payable; 147 Daleville Centre Drive, Daleville, Virginia 24083.
VII. ORDERING PROCEDURES
The VCCS will issue any/all purchase orders through eVA.
