SECTION 00 11 16 - INVITATION TO BID
Sealed bids for NGB # JLWS209094 - Relocate Main Gate Complex, will be received by the Delaware
Air National Guard at the Security Officers desk in the Main Lobby of the Armed Forces Reserve Center,
1 Vavala Way, New Castle, Delaware, 19720 until 2:00 PM local time on September 1, 2026, at which
time they will be publicly opened and read aloud in the Multi-Purpose Room.
Bidders are required to show identification at the Guard Booth when entering the site and must sign in at
the Security Officers desk once inside. Please allow sufficient time to comply with these requirements.
No exceptions. Bidder bears the risk of late delivery. Any bids received after the stated time will be
returned unopened.
The project involves the following at the Delaware Air National Guard Base located in New Castle,
Delaware: Modifications to the existing Main Gate entrance roadway, construction of privately owned
vehicle inspection and commercial vehicle inspection facilities, parking areas, curbing and sidewalks,
passive and active barrier systems, video surveillance, area lighting, security fencing and gates, and
stormwater and drainage improvements. Construction of supporting utilities including electrical systems,
emergency generator and UPS, domestic water, sanitary sewer and natural gas.
A MANDATORY Pre-Bid Meeting will be held on August 4, 2026, at 1:00 PM in the
LOEFFEL ROOM 2600 SPRUANCE DRIVE, New Castle, DE 19720 for the purpose of establishing
the listing of subcontractors and to answer questions. Representatives of each party to any Joint
Venture must attend this meeting. ATTENDANCE OF THIS MEETING IS A PREREQUISITE
FOR BIDDING ON THIS CONTRACT. Please go through the security gate. You will be
directed to a small parking lot. Someone will pick you up there and escort you to the meeting
area. A valid ID will be required to enter the Base. Please allow sufficient time to move through
security and get to the meeting.
Sealed bids shall be addressed to the Delaware Air National Guard, Biden National Guard/
Reserve Center, 1 Vavala Way, New Castle, Delaware, 19720, ATTN: TERRI MCCALL. The outer
envelope should clearly indicate: NGB JLWS209094 -- Relocate Main Gate Complex - SEALED
BID - DO NOT OPEN.
Contract Documents can be obtained at the Pre-Bid Meeting or before, by calling (302) 734-9188
upon receipt of $75.00 - Electronic copy or $150.00 - Hard copy per set / non-refundable. Checks are
to be made payable to "Century Engineering, LLC."
Construction documents can be available for review at the office of Century Engineering, 550 Bay
Road, Dover, DE 19901 upon advance request.
Bidders will not be subject to discrimination on the basis of race, creed, color, sex, sexual
orientation, gender identity or national origin in consideration of this award, and Minority Business
Enterprises, Disadvantaged Business Enterprises, Women-Owned Business Enterprises and Veteran-
Owned Business Enterprises will be afforded full opportunity to submit bids on this contract.
Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount and
all additive alternates. The successful bidder must post a performance bond and payment bond in a
sum equal to 100 percent of the contract price upon execution of the contract. The Owner reserves the
right to reject any or all bids and to waive any informalities therein. The Owner may extend the time
and place for the opening of the bids from that described in the advertisement, with not less than two
calendar days' notice by certified delivery, facsimile machine or other electronic means to those bidders
receiving plans.
