This Notice is intended for market research to determine the feasibility for leasing of a relocatable facility installed onboard Naval Submarine Base (NSB), Kings Bay, GA at the location of an existing, in-use relocatable facility to meet specific and explicit facility space requirements. The relocatable facility is to support interim production, administration, drill and emergency response operations during the construction and completion of MILCON Project P658. The relocatable facility is to provide approximately 10,000 square feet of production space for approximately sixty personnel: as a two-story modular stackable of the same size and shape as the current facility to fit on the current footprint, as a non-combustible administrative building.
Determination of Relocatable Facility for the continuation of lease currently in-place is supported by:
- There is no open space available in the vicinity of docks to set up a new relocatable facility in the controlled area of waterfront at Kings Bay or in the exact location of the current relocatable facility.
- The establishment for the current lease with a new lessor would result in the inability to make necessary modifications to the facility and would place the security and mission for US forces at risk, as a new contractor could not properly install the modifications because they do not have the required security clearance or expertise to manage the information/requirements in accordance with NNPI level of clearance required and would potentially cause unauthorized disclosure of information. This could result in serious damage to national security. Due to the need for confidential mission-essential modifications to the relocatable facility, a new lessor is not a viable alternative.
- There are security constraints for contractor personnel accessing the NSB Kings Bay Waterfront Restricted Area. Procurement of a new relocatable lease would interrupt the Base’s mission, as the contractor and their personnel would be required to establish Waterfront Restricted Area NSB Kings Bay, GA access clearance, mobilize personnel and equipment to the site, and connect all required utilities to support facility installation and ensure it is fully operational on 01 December 2025, without interruption, disconnection, disruption of services and personnel with ZERO DOWN TIME from existing relocatable.
- Relocatable facility must provide a seamless, interruption transition of personnel, their computers and workstations, as well as have the facility fully operational and ready for use 01 December 2025. Facility operations shall be continuous, no displacement of the occupants, there is no allowance for down time (disconnection or disruption of services) to allow for seamless switch out/transition.
- Relocatable facility must provide all current accommodations to included, but not limited to: furnishing, utility power connections, AC, internet connectivity, etc.
- Additionally, contractor personnel are required to obtain clearance for unescorted access. A new contractor historically requires, at a minimum, 60 days after contract award to establish access clearance, mobilize personnel and equipment to the site, and connect utilities to support facility installation.
- Relocatable facility must be provided, installed, and fully operational on 01 December 2025.
It is the Governments understanding that companies other than the incumbent would experience extreme difficulties and inability to provide a relocatable facility that meets the space constraints, time requirement, while ensuring no interruption to services provided or personnel utilizing the current office space.

- Will the Contractor be able to provide the Relocatable within the exact current location of the currently located trailer’s footprint?
- Provide a trailer to include all current accommodations including furnishings, power connections, air conditioning, Internet capability.
- Provide a trailer to provide seamless transition of Government personnel and their workstations workstations to include having trailer set up and ready for to ensure all facility operations shall be continuous, no displacement of the occupants, there is no allowance for down time (disconnection or disruption of services) to allow for seamless switch out/transition.
- Provide the trailer at the current or a better rate that is currently procured.
- Provide the trailer in place by November 30th 2025 set up and ready to ensure all facility operations shall be continuous, no displacement of the occupants, there is no allowance for down time (disconnection or disruption of services) to allow for seamless switch out/transition.
