REHABILITATION OF ELMWOOD AVE CR119 RE-BID

Sealed proposals for Rehabilitation of Elmwood CR119 RE-BID, FA-119-25, PIN 5763.33 will be received at the Erie County DPW-Division of Highways at 95 Franklin Street, 14 ^th floor, Room 1419A, Buffalo, New York, until 10:00 a.m. local time, TUESDAY, NOVEMBER 25, 2025.

This is a Locally Administered Federal Aid Project for mill and overlay of Elmwood Ave from Kenmore Ave to Knoche Rd, as well as isolated pavement repairs, a reconfiguration of travel lanes to include bike lanes, traffic signal systems upgrades, replacement of deteriorated curbing, rehabilitation of existing storm drainage system, and rehabilitation of curb ramps to comply with ADA standards. Completion is anticipated by April 30, 2027.

Bidder's certified check, as bid deposit, payable to the "County of Erie" in the amount of $470,000.00 (four hundred and seventy thousand dollars) is required in sealed bid submission.

Plans, instructions for bidders, bid sheets, and special provisions may be downloaded Friday, October 31, 2025 through bid date, from the Erie.gov website http://www2.erie.gov/dpw/ , ON-LINE BID RETRIEVAL, or examined in person between 9:00 A.M. and 4:00 P.M. EST, at the Office of the Deputy Commissioner of Public Works, Highways, 95 Franklin Street, 14th floor, Buffalo, New York.

Bids will not be accepted unless the bid package is downloaded directly from www.erie.gov/dpw so that contact information is captured by ECDPW for bid addenda and communication. If a prospective bidder is not registered as a bidder with the Office of the Deputy Commissioner of Public Works, Highways by virtue of his/her downloading of plans, then notices of subsequent contract-related meetings, appropriate contract addenda, or other significant matters related to the contract proposal or bid will not be communicated to said prospective bidder.

Copies of the most current New York State Specifications may be obtained from the Regional Offices of the New York State Department of Transportation, Division of Highways and its’ website.

Attention of bidders is particularly called to the Special Instructions and Special Specifications accompanying the Itemized Proposal, including but not limited to Federal, State and County contract forms, Federal Non-Collusion and Lobbying Activities Forms, NYSDOL Certificate of Contractor Registration, NYS Uniform Contracting Questionnaire and Vendor Responsibility Form CCA-2 A/B/C, OSHA Training certifications, Davis-Bacon Federal and/or NYSDOL Minimum Wage Rates to be paid under the proposed contract, and the schedules as certified for the particular contract. Use of LPC Tracker and/or Equitable Business Opportunity (EBO) Software may be required. NYS Apprenticeship Program, Workforce Utilization Goal of Minority 7.7% and Women 6.9%, and 0% Disadvantaged Business Enterprise participation goals and requirements may apply.

Pre-let meeting is scheduled for Thursday, November 6, 2025 at 10:00 am local time at the Erie County Department of Public Works Highways Conference Room 1419A, 95 Franklin Street, 14th floor, Buffalo, NY 14202.

The successful bidder will be required to execute the contract and comply in all respects with Highway Law and local laws governing the awarding of the contract. Bids cannot be withdrawn within 45 days of letting. The right is reserved to reject any or all bids, if deemed in the best interest of Erie County.
