Sealed Bids for Bid No. 12-25-26-01, “Rehabilitation of Bridge NO. 04176 Kennedy Avenue over Still River, Danbury, CT, Project No. 17-17 will be received at Danbury City Hall, Purchasing Agent's office, 155 Deer Hill Ave., Danbury, CT 06810 until 10:00 AM, Tuesday, January 29, 2026. Prior to the public opening of the bids, any bid submitted may be withdrawn by the bidder if said bidder discovers mathematical or clerical errors in his bid. Any such bid withdrawal may be made without penalty or prejudice. After the bids are opened, all offers will be considered firm for a period of ninety days and no bid may be withdrawn for any reason during that period except for such cause as the City of Danbury in its sole discretion deems sufficient.

Work consists of all labor, tools, materials and equipment necessary to repair the existing precast deck units. Patch the concrete abutments, install new 4-inch thick concrete slab, excavate within the Kennedy Park Area, reconstruct deck joints, removal of existing bituminous pavement and placement of new overlay, application of membrane waterproofing, removal of existing concrete sidewalks, casting of new sidewalks, installation of new trees and shrubs, and related work and materials.

A bid bond in an amount not less than five percent (5%) of the amount of the bid shall accompany each bid. A non-collusion statement for Prime Contractors and any addendum acknowledgment must also be submitted at the time of the bid.

A performance, labor and materials bond in an amount equal to one hundred percent (100%) of the accepted bid will be required.  This is a State assisted contract. The contractor must comply with the requirements as specified herein.

A pre-bid meeting will be held on Tuesday January 13, 2026 at 10:00 AM in Room 3C on the third floor at the Danbury City Hall for Contractors intending to bid on the project. The last day that questions shall be accepted and responded to shall be Thursday, January 22, 2026 at 5:00 PM.

Contractors whose bid exceeds $1,000,000 shall hold a current “DAS Contractor Prequalification Certificate” (not a predetermination letter) from the Department of Administrative Services of the State of Connecticut according to C.G.S. 4a-100, C.G.S. 4b-101, and C.G.S. 4b-91. These bidders shall submit with their bids, unless noted otherwise, a “DAS Contractor Prequalification Certificate” along with a current “Update (Bid) Statement”. Any bid submitted without a copy of the DAS Prequalification Certificate and an Update (Bid) Statement shall be invalid. Contractors must be classified with DAS as GENERAL BUILDING CONSTRUCTION (GROUP B) with the appropriate aggregate. Additionally, any subcontractor working for a General Contractor whose work exceeds $1,000,000 must also be prequalified with the DAS as per C.G.S. 4b-9l (j).

This contract is subject to state contract compliance requirements, including set-aside (twenty-five percent (25%) SBE and six and one-quarter percent (6.25%) M/W/DisBE) and non-discrimination requirements enforced by the CHRO.
