Summary

The market sounding will be conducted by Brown and Caldwell in a virtual group setting. The opportunity to participate in this market sounding is to explore options of Progressive Design-Build (PDB) and Construction Manager/General Contractor (CMGC) delivery methods fitting with the scope of the Plant-wide Electrical Upgrades Project.

Background

The City of Santa Cruz is assessing market interest for a potential project to modernize and improve the electrical distribution system at the City’s wastewater treatment facility (WWTF). This includes upgrades to improve the safety, reliability, and maintainability of the electrical system, such that it can continue to support the WWTF’s treatment mission.

Many key components of the WWTF’s existing electrical distribution system (including the 21kV PG&E service equipment, many of the substations and switchgears, and most 21kV and 480V cables) were constructed in the 1980s, with some additional equipment installed in the 1990s and beyond. This equipment has been diligently maintained by plant staff, but it has reached the end of its expected useful life and has limitations that can make isolating and maintaining the equipment challenging. Improvements to the electrical distribution system are also needed to implement modern safety features to reduce electrical hazards, and to incorporate monitoring of electrical systems for both operational reasons and early detection of potential issues.
