Oregon State University intends to contract for the provision of Regional economic development and support from Economic Development for Central Oregon (EDCO)as a sole source because of the contractor being the only provider able to meet critical parameters or timeframes to support the research and/or business needs of the university. OSU has the need for staff with economic development backgrounds (and a regional support system) embedded in the major population centers in Central Oregon. Staff need an understanding of startup requirements, differing needs of founders with different backgrounds, and relationships with governments and business organizations in the principal Central Oregon communities. EDCO is the regional economic development organization in the region with staff in the major cities and towns in Central Oregon (including six Regional Director positions in Bend and Tumalo, Redmond, Crook County and Prineville, Sisters, LaPine, Jefferson County and Madras) to engage in Hub activities with underserved clients, and a Venture Catalyst Director serving the entire Tri-County region. The work is to be business-sector agnostic and there is no other regional organization with staff of appropriate expertise in the region. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
