Under the terms of this bid, the bidder shall be capable of providing inspection and repair services on three (3) sludge burning incinerators and refractory lined duct work owned and operated by the Northeast Ohio Regional Sewer District. The three Fluidized Bed Incinerators (BFI) are located at the Southerly Wastewater Treatment Center (SWWTC). To maintain fuel efficiencies and avoid unplanned shutdowns inspections and repairs of the District’s incinerators is critical to its operations. The refractories protect the shell from corrosion and are designed to withstand high temperatures. Work performed under this Contract shall include as requested inspections, general refractory repairs and modifications to the District’s three (3) sludge burning incinerators and refractory lined duct work. The work shall be performed on a rotating schedule, coordinated with, and approved by the District, as only one incinerator can be removed from service at the same time. The incinerators have wet scrubber systems, North American® natural gas burners, and other emission reducing equipment. The incinerators are also monitored and controlled by a SCADA system.
Non-mandatory pre-bid site inspections are to be scheduled with the facility representative identified in the Detailed Specifications (DS-2) between July 29th, 2025 - July 31st, 2025. Site inspections are to be completed by 2:00 pm on Thursday, July 31st, 2025.
This contract includes estimates needed for a two (2) year period or until funds are appropriated to this contract are exhausted, whichever should occur first.
